    Duties

    Summary

    Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 5 position. The minimum pay for this position is $126,148.00. Pay is set based on consideration of the selectee’s current salary and other factors.

    The Department of the Interior:

    • **Manages one in every five acres of land in the United States.
    • **Operates more than 800 dams and irrigation facilities.
    • **Oversees water projects that irrigate lands generating 60 percent of our Nation’s vegetables.
    • **Manages lands and waters that generate one-third of the Nation’s domestic energy supply.
    • **Undertakes research and provides scientific information to advance our knowledge of our surroundings.
    • **Serves American Indians, Alaska Natives, and affiliated island communities.
    • **Works with States to restore abandoned mine land sites and protects communities.
    • **Manages over 400 national park units and over 560 wildlife refuges.
    • **Employs over 75,000 individuals at approximately 2,400 locations across the United States, Puerto Rico, U.S. territories, and freely associated states who work with thousands of state, local, and public interest groups to help cities and towns address their natural resource needs.

    Responsibilities

    The incumbent of this position will serve as the Director, Everglades Restoration Initiative/Executive Director of the South Florida Ecosystem Restoration Task Forces.

    As the Director, Everglades Restoration Initiatives, the incumbent will advise the Office of the Assistant Secretary for Fish and Wildlife and Parks on the Department’s involvement in the intergovernmental effort to restore the Everglades. The incumbent is responsible for developing policy recommendations for Everglades restoration matters and closely coordinating cross-cutting Everglades restoration issues with headquarters, regional and South Florida managers within the National Park Service (NPS), Fish and Wildlife Service (FWS) and the United States Geological Survey (USGS). The incumbent will work closely with staff from Assistant Secretary level members of the Department and Bureau and Office Heads, as well as with policy level officials representing Federal, State, Tribal and local units of government participating in the overall Everglades restoration effort.

    Additionally, the incumbent will serve as the Executive Director of the South Florida Ecosystem Restoration Task Force (Task Force). The Task Force, chaired by the Department of the Interior at the level of Assistant Secretary or higher, was established by the Congress to coordinate and assist in carrying out activities necessary to restore, preserve and protect the South Florida Ecosystem. The Task Force has a statutory duty to coordinate the development of consistent policies, strategies, plans, programs and priorities for addressing the restoration, preservation and protection of the South Florida Ecosystem. In addition to the Department of the Interior, Federal members include the Environmental Protection Agency, Departments of Commerce, Department of Agriculture, Department of Justice, and United States Army. The Task Force also includes members from the Seminole and Miccosukee Indian tribes and State and local governments. The incumbent will work closely and directly with the Task Force Chair, the Assistant Secretary level members of the Task Force representing the Federal agencies as well as with the Cabinet-level officials from the State of Florida, the Chairmen of the Seminole and Miccosukee Tribes and local Government officials.

    As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described above.

    Qualifications

    Technical Qualifications :

    • Extensive and current knowledge of natural resource legislation, with emphasis on such statutes as the National Environmental Policy Act, the Endangered Species Act, the Clean Water Act, the Clean Air Act, the Coastal Zone Management Act, and the Water Resources Development Acts of 1996 and 2000.
    • Knowledge of marine protection, natural resources, and sanctuaries as they relate to coastal and wetland ecosystem issues at both the federal and state level, including Florida law and statute.
    • Knowledge of stakeholder groups and non-governmental organizations involved and the role they play in development and implementation of public policy and knowledge of maintaining consensus among diverse stakeholder groups.

    You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive.
