Characteristics of Work

Under direction of the Chief Fiscal Officer, this position is responsible for performing administrative and supervisory work assisting in the planning, organizing, and directing the effective operations and activities of the Fiscal Services Division and for assisting in the fiscal practices and procedures of the Department.

The Department may require employees to perform functions beyond those contained in job descriptions. The Department may modify job descriptions based on Department needs. The Arkansas State Highway and Transportation Department is an “at will” employer.

• Assist Chief Fiscal Officer in supervising a staff of professional and clerical personnel.
• Assist in establishing procedures for accounting practices and record keeping requirements.
• Oversee preparation of Comprehensive Annual Financial Report and supporting documentation for submission to the Department of Finance and Administration.
• Review recommendations from Internal Audit, Legislative Audit and federal agencies and prepare written responses for the Department as needed.
• Prepare and review all internal reports for Chief Fiscal Officer and act as back up in the event the Chief Fiscal Officer is unable to present reports to management or legislative committees.
• Prepare all reports and accounting documents for Department bond issues and present reports to management and legislative committees as requested.

Job Requirements:

The educational equivalent to a bachelor’s degree from an accredited college or university in accounting. Possession of a current Certified Public Accountant (CPA) license. Effective leadership and communication skills. Ability to interpret and apply Department policies and procedures.

(“Accredited” means the educational institution or program is accredited by an accrediting organization recognized either by the United States Department of Education or by the Council for Higher Education Accreditation.)

A criminal background check will be required in Fiscal Services to determine suitability of employment, and failure to meet these standards may cause the applicant to be rejected or terminated from that position.
