Analyst/Programmer

Analyzes technical system & process complications, provides complex program specifications, develops or modifies computerized programs, generates date related reports and performance activity matrices, leads the scheduling of computer programming projects, provides equipment and software purchase recommendations and procurement, recommends computer system hardware & software migration paths and supervises technical services staff as assigned. Successfully maintains business relationships spanning multiple cross-functional team disciplines including Public Safety, Department Leadership, University IT and outside computer equipment/software vendors and installers. Other responsibilities include: computer program scripting, historical activity report coding, adherence to computer / software change management and control, equipment upgrade initiatives, organization of equipment/software service & repair process documentation. Continually prepared to assume the assignment of additional permanent event driven duties to address Public Safety operational challenges.

RESPONSIBILITIES:

Access Control Technology Section leader on a focused technology team with the strategic priority to provide robust access control services to the University community and Department of Public Safety through the employment of resourceful computing designs, application development, state-of-the-art hardware configurations and preemptive operational support while at the same time fostering future system evolution using financially responsible methods & strategies. Responsible for supporting the Central University 3000+ card reader access control computer program administration and for providing purchase recommendations & support for card reader controllers, ID production computer workstations, cameras, printers, laminators and associated equipment. Responsible for maintaining support relationships with DPS executive, administrative & field staff, affiliated vendors, inter community partners and University programmers assigned to Public Safety projects. Must reliably provide technical direction & guidance while upholding high end user and work team satisfaction.

Maintains card reader and access control computer equipment for continuous operation, work within cross platform operating applications and with other electronic programs used by the central university access control system, available to assist in the support of the ongoing access control equipment operation and troubleshooting 24 hours-a-day, 7 days-a-week.

Confers with technical and end user personnel to assess requirements and recommends modification and/or additions to computer program features and equipment to supervising manager and DPS Executive Team. Consults with users on the intended use and operational benefit of system support programs. Provides direction and guidance/support to other analyst/programmers as the manager assigns.

Consults with University and non-affiliated staff to assess complex data preparation and management needs, program design and testing activities; evaluates software package selection and use of system features. Performs and oversees: computer program scripting activities, adherence to computer/software change management and control, equipment upgrade initiatives, and control of equipment service & repair process documentation efforts. Offers solutions and suggestions to Division Management Team aimed at providing optimum access control system efficiency and cost effectiveness.

Keeps up-to-date of newly emerging trends and technologies as they relate to the technical computing field, with particular emphasis on high performance computing & access control environments, through self-study and by attending job related seminars, courses & conferences.

Performs other related duties as required, including presentation of seminars, courses, and instruction on access control and related computer services as required.

REQUIREMENTS:

Prepared and able to provide specific technical Lenel access control and associated computer related guidance to Public Safety and administrative teams; responsible for oversight and of support to 3000+ card readers, 60,000+ active card user database, ID production computer workstations, cameras, printers, laminators and associated equipment in a 24-hour, 7 day-a-week environment. This includes the planning, implementation, and support of complex technical upgrades, custom historical report coding, software installations & upgrades, daily operation support, and security of computing systems across various University locations. Administer multiple hardware and software configurations, including complex computer servers & operating systems and SQL database table designs for dependent programming project applications.

Prepared to ensure that projects are completed on time and meet all business and system requirements. Conducts all project management tasks to ensure schedule, cost, and quality goals.

Able to addresses related customer service issues, maintain business and other cross-agency relationships to support related services.
