Youth Service Center Assistant Director (Administration)

Position Summary & Duties Responsible

POSITION SUMMARY

Under the general direction of the Youth Services Center Director perform professional and technical duties pertaining to the administration of the institution and the coordination of the support programs for the Youth Services Center.

DUTIES AND RESPONSIBILITIES SUMMARY

Responsible for the supervision and coordination of support programs, i.e., arts and crafts, education, recreation, counseling, food service, medical, building operations/maintenance, and inventory and supply.

Oversee and coordinate staff training and development programs including career ladder programs for Youth Services Center staff.

Supervise special projects and department functions as assigned and direct personnel as necessary in specific project areas.

Establish staffing patterns and prepare work schedules for employees.

Assist the director in personnel related issues (i.e., interviewing, hiring process, discipline, performance evaluations, etc.) Oversee the training and evaluation of subordinate staff.

Maintain cooperative planning arrangements and working relationships with private, public and governmental agencies and act as a liaison for the Youth Services Center.

Act as liaison between Youth Services Center and other departments, (i.e. Purchasing, Personnel, Finance, and Risk Management) union officials and elected officials.

Review assigned program procedures and management controls, recommend changes to director and implement policies and procedures as needed.

Participate and assist in developing and administering program objectives; identify suitable areas for strategic improvement; develop plans to initiate improvements, coordinate implementation of those plans and monitor and report on the results.

Assist in developing and interpreting operational procedures and policies for the institution.

Monitor budget on an ongoing basis and assist in preparing the annual budget.

Assist in the development, communication, training and implementation of the department’s Emergency Operations Plan (EOP). Communicate the department’s EOP to all department staff. Train all levels of department personnel on the EOP. Ensure full participation of all employees and that roles have been established and delegated to lower management. Direct and execute the Emergency Management Procedure for the department ensuring the safety of all residents and employees.

May assume the duties of the department director in his/her absence.

Minimum Qualifications

Bachelor Degree in Criminal Justice, Psychology, Social Sciences, Counseling, or related academic field with course work reflecting a knowledge and understanding of business administration and management plus five (5) years’ experience in a professional capacity in a field related to detention/corrections, criminal justice, psychology, social science or counseling. Experience must include two (2) years working in a general management and supervisory capacity, preferably in a juvenile detention facility; OR any combination of education from an accredited college or university in a related field or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Experience must include two (2) years working in a general management and supervisory capacity, preferably in a juvenile detention facility. Related education and experience may be interchangeable on a year for year basis.

Licensed Master Social Worker (LMSW), Licensed Independent Social Worker (LISW), Licensed Practicing Counselor or Licensed Practicing Clinical Counselor (LPCC) preferred.

Must possess excellent organizational skills and be able to effectively handle multiple concurrent assignments and activities.

Knowledge of counseling and social work principles and practices, particularly as related to juvenile offenders.

Ability to interact professionally and work productively with the public, agency representatives and County employees, as a team member or leader.

Knowledge of the purposes and reasons for detention to include knowledge of community services and facilities available for juvenile offenders.

Knowledge of budgeting, forecasting, cost control, project management principles, performance monitoring and administrative and managerial principles/practices of governmental agencies.

Ability to supervise the work of staff members.

Ability to communicate effectively, in both oral and written English; to prepare accurate and informative written materials.

Employee must possess and maintain a valid New Mexico driver’s license.

Employee must comply with Bernalillo County safety policy requirements.

WORKING CONDITIONS

Most essential duties are performed indoors.

Duties are performed in a temperature-controlled environment.

Duties are performed on an even surface, which may be carpeted or tiled. Working surface is typically dry.

Worker often works alone both with and without directions for supervisor.

EQUIPMENT, TOOLS AND MATERIALS

Utilizes computers and communication equipment on a daily basis.

Materials and products handled in the course of performing essential duties include files, forms, reports, other paperwork and a wide variety of office supplies.
