POSITION SUMMARY

Under the assigned supervisor, responsible for the election operations section of the Bureau of Elections, manages the voting machine warehouse and directs the functional operation of the voter registration section. Supervises training of personnel in related areas

DUTIES AND RESPONSIBILITIES

  • Direct the functions and activities related to the conduct of elections under the jurisdiction of the County Clerk.
  • Review the State Election Code and Federal Voting Rights Compliance Act to ensure proper procedures are followed by the County. Assist in preparing instructions on the conduct of elections for election officials.
  • Responsible for polling locations and ensure election personnel are sufficient in number and well trained.
  • Oversee the preparation of lists of registered voters, absentee voters, election officials, polling places, and voter signature rosters.
  • Responsible for the purchase and distribution of election supplies and equipment prescribed by the State Election Code and other legislative mandates. Maintain a perpetual inventory of all election supplies, voting machines, parts and accessories.
  • Assure that voting machine technicians are trained in the programming and maintenance of the various types of voting machines used by the County. Coordinate an on-going maintenance program of all machines.
  • Responsible for the programming testing and sealing of all voting systems used for absentee, early and election day voting. Responsible for ballot box security.
  • Responsible for the initial preparation, to include layout, format, and design, of all relevant information regarding ballots.
  • Responsible for the transportation of voting machines to and from voting places, to include damage control; responsible for warehouse security.
  • Assist in preparing the budget for the Bureau of Elections operational expenditures.
  • Interact with public and private groups in the dissemination of information regarding the election process as assigned.
  • Supervise and direct personnel engaged in the election process and ensure adherence to internal policies and procedures as well as regulatory compliance issues. Evaluate, train and discipline personnel.

    Minimum Qualifications

  • Bachelor degree, from an accredited institution, in business, public administration, government, political science or other related field plus seven (7) years experience in a professional administrative/management capacity, OR any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years in a professional administrative/management capacity may be substituted for the required education and experience. Related education and experience may be interchangeable on a year for year basis.
  • Knowledge of the New Mexico Election Code and Federal Voting Rights Compliance Act and principles, practices and procedures of election administration.
  • Advanced computer technology experience and skills.
  • Knowledge of general office procedures and equipment, supervision of personnel, organization and preparation of budgets.
  • Knowledge of computer and electronic voting equipment and programming sufficient to coordinate the integration and methods of election results.
  • Ability to manage personnel and communicate well with others.
  • Ability to conduct meetings and training sessions with staff and community volunteers.
  • Ability to maintain effective working relationship with associates, election officials and the public.
  • Ability to operate mechanical and electronic voting machine equipment and accessories.
  • Ability to communicate effectively in both technical and non-technical terms.
  • Ability to communicate effectively in both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective presentations to small or large groups.

    SCREENING AND COMPLIANCE

    The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must possess a valid New Mexico driver’s license and retain a valid license while employed in this position.
  • WORKING CONDITIONS

  • Work is done primarily indoors on a flat, hard surface under climate controlled conditions. Subject to outdoor weather conditions during troubleshooting on election day or other occasions when required to correct voting machine problems.
  • Work is done primarily alone with minimum supervision.
  • County vehicle is used on an as needed basis.
  • EQUIPMENT, TOOLS AND MATERIALS

  • Equipment typically used in the performance of duties include photocopy machines, facsimile machine, computer, telephone, and calculator.
  • Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
