The Seattle Housing Authority, a nationally recognized leader in providing innovative, affordable housing communities, is accepting applications for a Web & SQL Developer.

BASIC FUNCTION:

Under the direction of the IT Applications Manager, the Web & SQL Develop will build the operations end of SHA’s Web sites and keep them running smoothly. This includes designing, building, and implementing new Web pages and sites; integrating sites with back end applications; migrating legacy applications to the Web; and performing day-to-day administration of the agency’s Web portfolio. Use of a variety of Web development languages is required. Position is also responsible for building, deploying, and maintaining data support tools, metadata inventories, and definitions for database file/table creation.

Strategy & Planning

  • Participate is setting organizational Web development strategy. E
  • Develop and communicate Web site usage and security policies and standards to all users. E
  • Define Web site architecture and overall site structure. E
  • Establish policies and procedures for publishing Web pages and applications in conjunction -with content creators. E
  • Create data mining architectures, coding standards, statistical reporting, and data analysis methodologies. E
  • Devise, develop, and deploy required data queries in response to business user needs. E
  • In conjunction with data owners and department managers, develop data models and protocols for mining production databases. E
  • Assist in the development of data management policies and procedures. E

Acquisition & Deployment

  • Perform cost-benefit analysis of proposed Web implementations. E
  • Conduct research into current and emerging Web technologies and issues in support of Web development efforts. E
  • Conduct research and make recommendations on data mining products, services, protocols, and standards in support of procurement and development efforts. E
  • Design and deploy data table structures, forms, reports, and queries. E

Operational Management

  • Install and configure HTTP servers and associated operating systems, and establish appropriate server directory trees. E
  • Identify, recommend, and prioritize new Web features and applications in conjunction with business leaders and department managers. E
  • Oversee Web development projects, including intranets and extranets. E
  • Develop, code, install, test, debug, and document Web applications using appropriate editors.
  • Register Web servers and sites with domain name services. E
  • Update Web pages to ensure site accuracy and currency. E
  • Diagnose and troubleshoot problems with existing Web applications and sites. E
  • Maintain and upgrade existing legacy Web applications and sites. E
  • Work with database administrator to design, develop, and update databases as they relate to Web applications. E
  • Ensure security of all Web sites and related applications. E
  • Perform periodic Web site audits. E
  • Monitor and report on Web site traffic and performance. E
  • Work with application development staff to coordinate the creation and management of data queries. E
  • Create data definitions for new database file/table development and/or changes to existing ones.
  • Develop routines for end users to facilitate best practices use of data mining tools. E
  • Collaborate with database and disaster recovery administrators to ensure effective protection and integrity of data assets. E
  • Coordinate and work with other technical staff to develop relational databases and secondary databases (i.e. Access). E
  • Develop automated database applications, where necessary, using the applicable database packages. E
  • Identify inefficiencies in current databases and leverage solutions. E
  • Perform cost estimates for data migration to new databases during upgrades, and plan and coordinate these migrations. E
  • Perform related duties as assigned.

Minimum Qualifications:

Experience

  • Eight or more years experience designing, building, and implementing new Web pages and sites; integrating sites with back end applications including database/T-SQL development; migrating legacy applications to the Web; and performing day-to-day administration of an organization’s Web portfolio.

Formal Education & Certifications

  • BS or BA degree in computer science, business administration or related field required. May substitute four years of directly relevant experience in lieu of required degree.
  • Certifications in web development or SQL development are highly desirable.

Knowledge & Experience

  • In-depth knowledge of Web technologies, protocols, and tools including MS Visual Studio
  • Expert in Internet programming languages, including HTML, CSS, JavaScript and .NET
  • Experience in programming languages, including T-SQL, PowerShell and C#
  • Thorough understanding of application development methodologies
  • Experience with computer graphic and multimedia design
  • Comprehensive experience with structuring, developing, and implementing interactive corporate Web sites
  • Proven experience in installing, upgrading, and maintaining Web servers and associated operating systems, including IIS
  • Knowledge of database development, including MS SQL Server
  • Strong understanding of relational database structures, theories, principles, and practices
  • Experience in gathering and analyzing business requirements
  • Project management experience
  • Good understanding of the organization’s goals and objectives

Work Conditions

  • Occasional lifting and transporting of moderately heavy objects, such as computers and peripherals

Licenses and other work requirements

Valid WSDL and fully insurable driving record for operating an agency vehicle in performance of essential functions.
