The Web Developer I supports the activities of the Office of Management, (OM), Information Technology Investment Management , ( ITIM), Department of Education. This position provides web support on the daily operation and maintenance, and development of OM websites.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Ensures that the development of websites comply with World Wide Web Consortium (W3C) standards and W3C Web Accessibility Initiative (WAI) Guidelines.

Screen and ensures that all work product, documents, and forms meet the technical standards for the OMB a-130 revised, Management of Federal Information Resources, and accessibility under Section 508 of the Rehabilitation Act.

Develops code, validates, and troubleshoots HTML, source code.

Creates and/or edits graphics using graphic software such as Adobe Photoshop or Adobe Fireworks to format and compress to the smallest-possible image file size, with the least degradation in quality when displayed on the web browsers.

Updates, archives, or deactivates out-of-date web pages.

Ensures compliance with connectEd standards and validates links for all sponsored content.

Creates and modifies surveys using SurveyMonkey, or other survey instrument, and runs reports.

Reviews and approves all OM contributor submissions for OM’s SharePoint administration and informational site.

Completes work requests in a timely fashion as defined by COR and/or Primary and/or Alternative Technical Point of Contact.

Reviews work product to ensure accuracy, maximum quality, integrity, and reliability, prior to publishing.

Assures site development and customization of workflows, developing graphics, organization and design layouts, and generating templates.

Provides first-line support for issues related to user permissions, content creation, publishing, versioning and access.

Serves as a liaison for communication between the ED SharePoint Team, OCIO, OM management, and OM sub-site owners.

Maintains the OM collaboration site user groups such as adding and removing employees and contractors to and from the site.

Meets and communicates with sub-site owners about SharePoint collaboration site directions.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor’s degree in Web Design / Development or a similar field of study and a minimum of three (3) years relevant experience in application / database development; or equivalent combination of education / experience.

CERTIFICATES / LICENSES / REGISTRATION

Advanced knowledge and understanding of software development languages (.NET, ASP.NET, C#, SQL, JavaScript, HTML 5 / CSS, Web, XML)

Advanced knowledge and understanding of SharePoint (SP) 2010 and experience in SP administration including building lists, libraries, and developing SP web applications for OM service areas

Skilled proficiency related to 508 Compliance

Skilled proficiency related to MS Access database management systems

Proficient working knowledge of Windows server administration

Operational knowledge of Web creation and development

Exceptional computer skills with advanced proficiency in Microsoft Office ( i.e., Word, Excel, Visio, Outlook, etc.)

Excellent organization and time management skills with ability to handle multiple priorities

Exceptional analytical and problem-solving skills with ability to assess business requirements

Ability to collaborate with others for the timely achievement of designated goals and accomplishments

Ability to interface and link SQL services to web based applications (ASP) and to utilize database management best practices

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
