Job Salary $ 85,000 -$95,000

JOB SUMMARY: Oversees functional/technical training strategy for an agency. Sets standards for end-to-end learning and development. Oversees training and learning outcomes in relation to functional and/or technical training activities. Responsible for agency training programs. Provides leadership to subordinate managers and staff.

JOB SPECIFIC DUTIES: Under general supervision, serves as the Training Manager for the Department. Manages and assesses training needs statewide. Develops, implements, and monitors training programs within an organization. Evaluates training needs and effectiveness of training courses. Maintains training records. Responsible for creating and implementing training programs and overseeing the development of careers. Researches new training techniques and suggests enhancements to existing training programs to meet the changing needs of the organization Manages the training budget. Plans the implementation and facilitation of activities and events, budget spending, material production and distribution, and other resources to ensure that operations are managed within authorized budgets. Assists with knowledge management initiatives and activities across the department.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

STATE ENTRY QUALIFCATIONS:

  • Master’s degree in a related field from an accredited college or university AND Three years of management experience in area of assignment
  • OR Bachelor’s degree in a related field from an accredited college or university AND Four years of management experience in area of assignment
  • OR Eight years of experience in area of assignment AND Four years of management experience in area of assignment.

AGENCY SPECIFIC QUALIFICATIONS:

  • Completion of a bachelor’s degree in education, human resources development, business administration or a related field from a four-year college or university.
  • Demonstrated experience to assess training needs and develop, coordinate and conduct training programs/activities.
  • Demonstrated ability to develop instructional materials, course outlines and lesson plans to ensure course content meets objectives.
  • Demonstrates excellent leadership skills with demonstrated experience planning, supervising, training and evaluating the work of subordinates and promoting a positive environment.
  • Demonstrated experience managing a diverse workforce and resolving personnel matters.
  • Displays high initiative and excellent decision making and innovative thinking and ideas to make organizational improvements
  • Demonstrated experience improving established methods or creating new methods when established methods and procedures are inapplicable or unavailable
  • Demonstrated experience operating effectively within the policies, procedures and rules of the department
  • Displays a high level of initiative, determine objectives, and commitment toward completing assignments in a timely manner
  • Displays excellent communication skills with demonstrated experience to interact effectively with management.
  • Demonstrated experience to work with all levels within an organization.
  • Committed to providing quality customer service.

AGENCY PREFERRED QUALIFICATIONS:

  • Experience in academic or professional instruction at an educational institution or large organization.
  • Experience planning, developing, delivering, or evaluating training programs or academic instruction
  • Demonstrated working knowledge of adult learning concepts.
  • Demonstrated experience developing custom training programs for professionals.
  • Demonstrated ability to coordinate training activities for or within a large organization, and to develop and administer questionnaires, rating forms and other instruments to measure effectiveness of training courses/activities.
  • Training or experience in the use of software programs in word processing, spreadsheets, graphics, power point and presentation packages.
  • Experience working with leadership as a strategic partner to address training/performance needs.

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
