Duties

MAJOR DUTIES:
As a Support Services Specialist, GS-0342-11, you will manage the Mail Center Program for the base; act as the focal point for mail matters to include: inquiries for the Department of Defense, Department of the Air Force, Air Logistics Command, and all tenant units on base. Other duties include:

  • Act as the Official Mail Manager.
  • Provide analysis of incoming and outgoing mail to ensure consideration for cost effectiveness and accountability is utilized.
  • Administer verification and certification of all invoices provided by Private Carriers.
  • Administer and provide training/recurring training to all personnel regarding the Mail Management Program.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.

SPECIALIZED EXPERIENCE:
You must have one (1) year of specialized experience (52 weeks of full time experience) at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform.Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-09), pay band or equivalent. Specialized experience is described as: in-depth knowledge of DoD, AFMC, ALC, US

Postal Regulations, and local directives, manuals, and instructions of postal

policy, and regulations including classes of service, rates, fees, meters,

equipment, budgets, and standards of performance; skill in adapting analytical

techniques and evaluation criteria to the measurement and improvement of

program effectiveness and/or organizational productivity; and knowledge of

major issues, program goals, and objectives, work processes and administrative

operations of the organization.

OR EDUCATIONAL SUBSTITUTION:
3 full academic years of graduate-level education or a

Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

OR COMBINATION OF EXPERIENCE AND EDUCATION:
An equivalent combination of successfully completed, qualifying education and experience may be sued to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet requirements of this position. Education in excess of 2 full academic years of graduate level education, or a master’s or equivalent graduate degree may be used to qualify applicants for the GS-11 level. Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Interprets and implements Federal Statutes and laws, governing regulations in respect to the Mail Management Program and overall program effectiveness.

2. Knowledge of methods used to determine need for local procedural guidance and how that applies to overall program effectiveness.

3. Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency and effectiveness of the program operations and able to devise sound, achievable goals to increase effectiveness.

4. Applies knowledge of the organization, and responsibilities of tenant units and how they apply to the achievement of program objective and goals.

5. Provides sound advice, and establish cross-feed of information to achieve program objectives and goals.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

The work is

primarily sedentary. May require some walking, standing, bending, carrying

and/or lifting of light items such as paper or books. No special physical

demands are required to perform the work.

WORK ENVIRONMENT:
The work is

performed in a typical office setting, requiring the use of normal safety

precautions necessary for an office environment. The work area is adequately

lighted, heated and ventilated.
