Statistics & Data Analyst (Workers' Compensation Underwriter) – Actuarial

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. BWC bargaining unit members have selection rights before non-bargaining unit members. All other applications will only be considered if an internal bargaining unit applicant is not selected for this position.

Under general supervision, sets employer premium rates, reserves & assessments based on employer loss statistics (e.g. reserves, indemnity & medical paid), payroll & premiums: calculates, maintains employer premium base rates & assessments for appropriate funds (e.g. Private Employer, Public Employer Taxing Districts, Public Employer State Agencies, Self-Insured & the Self-Insured Employers Guaranty Fund, Marine, Black Lung, Public Workers’ Relief); analyzes claim loss development, trends & legislative changes to modify reserve methodology; uses rate calculation formulas to calculate employer premium rates & assessments for funds (i.e. private employer, public employer taxing districts, public employer state agencies, self-insured & self-insured employers guaranty fund, marine fund, black lung fund, public workers’ relief fund). Supports actuarial reserve analysis & financial audit process; supports data collection for the actuarial reserve analysis; reviews & verifies the use of the data, the methodology & the calculations contained in the actuarial reserve analysis; compares actual payment results with expected payment results. Collects payment data & organizes into reports for analysis; maintains data, statistics & graphs on payment data using Microsoft Access, Microsoft Excel & other database & software programs/systems. Responds to risk management strategy issues for employer accounts: reviews risk management programs (e.g. DFSP, OCP) to determine their effectiveness; validates the appropriateness of the discounts given to employers based on risk management programs utilized; determines degree of improvement made due to loss control efforts & whether or not additional services may be needed; maintains, analyzes & evaluates the integrity of underlying factors supporting employer programs (e.g. retrospective rating tables,); interacts with BWC staff & the employer to address & resolve problems; assembles & analyzes work related accident data & payroll data for use in premium rates & assessment calculations & in designing, evaluating, pricing & implementing rating plans; gathers, organizes & analyzes BWC data on administrative payments, compensation losses paid & medical losses paid for reporting & for use in the actuarial reserve analysis using the data warehouse, payment reports & Microsoft Access & other database software programs. Performs other related duties as required: performs statistical data analysis utilizing data warehouse, SAS, & other IT systems to support agency initiatives (e.g. alternate rating plans, legislative changes, cost benefit analyses, group rating studies); Review & validate Actuarial rules prior to readings before Board of Directors. Provides support services for computer systems utilizing Actuarial data: develops, maintains & evaluates Rates & Payment rate calculation system design (e.g. NCCI updates); analyzes & validates modifications to BWC web & other IT computer systems; assists Employer Services in validation of employer systems due to changes in programs & discounts (e.g. stacked discounts, non-group discounts); validates the results of change controls to the Rates & Payments system (e.g. PA, PEC, Reports, Correspondence). Performs other related duties as required: performs statistical analysis utilizing data warehouse & other IT systems to support agency initiatives (e.g. alternate rating plans, legislative changes, cost benefit analyses, group rating studies); assists in special projects & participates in cross-functional BWC teams to provide actuarial data (e.g. analyses of self-insured bankruptcies, establishment of claim loss trends, analysis of liquidity of state insurance fund); provides information & support to employer services team members & participates in mentoring/training of other division employees (e.g. Workers’ Compensation University); calculates present values; maintains & updates annuity tables (e.g. present values & reserves, study to determine future reserves); performs data integrity prior to doing rates to identify errors & tries to rectify (e.g. claims charged without payroll); provides Data Warehouse information as requested to verify other systems & perform statistical analyses; consults with other BWC departments (e.g. Employer Services, IT, Senior management) on technical issues relating to pricing & rating plans; formulates guidelines for data analysis (e.g. creates project plans, completes analysis & writes reports, writes procedures for future & recurring studies & analysis); responds to inquiries from employers, legislators, trade associations, other state agencies or employer representatives regarding premium rates through written (email & letter) & telephonic correspondence.

Minimum Qualifications:

Unless required by legislation or union contract, starting salary will be set at the lowest rate of the salary range. In most cases successful employees will move up a step in the salary range within six months, with subsequent step increases occurring every year as supported by successful performance evaluation results.

Completion of undergraduate core coursework in business, insurance & risk management, accounting, mathematical sciences or related field of study.

2 yrs. trg. or 2 yrs. exp. as underwriter for insurance organization or for agency comparable to Ohio Bureau of Workers’ Compensation.

Or equivalent of Minimum Class Qualifications for Employment noted above.

POSITION-SPECIFIC MINIMUM QUALIFICATIONS

(i.e. in addition to meeting the above, applicants must also meet the following):

9 mos. exp or 9 mos. training in insurance principles & various types of insurance coverage, loss exposures, premium calculations & distributions;

AND 6 mos. exp or 6 mos. training in statistical analysis (e.g., statistics in analyzing data);

AND 6 mos. exp or 6 mos. training in use of Microsoft Excel.
