Financial Associate

Analyzes & prepares Medicaid reports, remittances, reconciliations & other related materials, determines accuracy & validity & generates reports for use in management of Medicaid funds (e.g., submits admission/discharge forms, extended bed days requests, & individual wage information to both Franklin County & State of Ohio Medicaid Departments; records daily census information & completes monthly & quarterly reports for submission to Department of Developmental Disabilities (DODD) Central Office; reconciles the monthly remittance advice). Analyzes & processes Medicare claims (e.g., enters Physician Service Logs into Quadax), determines accuracy & validity of claims; annually updates benchmark premiums, compares benchmark premiums to current Medicare coverage to verify individuals are in the coverage with lowest premiums; verify & enroll eligible individuals in Medicare Part D drug plans. Analyzes & processes payment cards, invoices, vouchers & other related materials, determines accuracy & validity & prepares vouchers, invoices & remittances for receipt & disbursement of funds (e.g., verifies mathematical accuracy, quantity of goods purchased & received, purchase price, applicable discounts & freight charges; reconciles discrepancies; verifies appropriation sources; matches invoices to delivery receipts & purchase orders; places invoices in recaps, determining total amount of recap & voucher numbers) &/or prepares purchase orders & encumbrances; completes hardcopy &/or operates personal computer/video display terminal to compile &/or generate reports for use in management of operations. Posts, updates & balances ledgers & journals for internal accounts (e.g., posts purchase orders, encumbrance documents, transfers, cancellations & vouchers payable; posts receipt of various types of funds such as general revenue appropriations, rotary funds or grants; balances accounts on daily/weekly/monthly basis; reconciles internal accounts with auditor & state accounting). Performs variety of related clerical tasks & related duties as assigned (e.g., opens & sorts mail; composes & edits correspondence relative to assigned work; maintains files; operates equipment to generate typed reports & correspondence; answers telephone inquiries; greets customers; responds to or refers complaints; answers general inquiries within established guidelines).

Minimum Qualifications:
Completion of associate core program in business administration, accounting, finance or related field.

-Or completion of high school technical program in accounting; 6 mos. exp. or 6 mos. trg. in accounting or finance to include a basic level of experience in spreadsheet software.

-Or 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include a basic level of experience in spreadsheet software.

-Or equivalent of Minimum Class Qualifications for Employment noted above.

Major Worker Characteristics:
Knowledge of accounting; applicable state &/or federal laws, rules, procedures & standards governing fiscal operations*; ERP systems* (e.g., OAKS FIN) &/or federal accounting system*; purchasing *; budgeting*. Skill in use of calculator, electronic devices (e.g., computer, tablet, cell phone) & applicable software applications (e.g., spreadsheets, databases, word processing), multi-purpose workcentres; OAKS BI reporting*. Ability to define problems, collect & analyze data, establish facts & draw valid conclusions; prepare &/or edit financial reports, records, &/or correspondence; gather, collate & classify information about data, people or things; collaborate with co-workers on group projects &/or respond to general inquiries from employees, public & government officials.
