State Risk Statistics Specialist

The Division of Administration/Office of Risk Management has a vacancy. This job title has an assigned pay grade of AS-618.

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Statement of Responsibilities: This position is responsible for administering the following areas that support the state’s multi-line property and casualty self-insurance program:

developing premiums required for each line of insurance coverage applying a fair allocation of those premiums to insured state agencies, periodically collecting and assessing risk exposure data from state agencies, working directly an independent actuary, and maintaining the statewide insured agency list. Also, this position is responsible for developing the total claims reserves for each line of coverage that are utilized in the State Comprehensive Annual Financial Report, as well as completing special projects as needed.

Statement of Preference: Preference may be given to applicants with advanced knowledge of Excel and Access programs; an understanding of insurance coverage and/or insurance company operations; knowledge of financial concepts and reporting; strong analytical abilities; above average communication skills and those who are self-starters with excellent time management skills.

A criminal history check will be conducted on all new hires as well as employees changing positions including promotions, demotions, details, reassignments and transfers.
Also, prospective employees may be subject to pre-employment drug testing.

QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twelve semester hours in accounting, statistics, finance or economics, plus four years of professional level experience in accounting, financial auditing, computer operations, insurance underwriting or statistical analysis.

NOTE:

A combination of coursework will be accepted.

SUBSTITUTIONS:

Experience in accounting, financial auditing, computer operations, insurance underwriting or statistical analysis will substitute for the required college training on the basis of one year of experience for thirty semester hours of college.

Possession of a Certified Public Accountant’s License will substitute for one year of the required experience.

NOTE:

This substitution allows any combination of experience and college hours to substitute for the baccalaureate degree. Thirty semester hours of college training is accepted as equivalent to one year of work experience, and college credit in increments of fewer than 30 hours is prorated on this basis.

NOTE:

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Association of Schools and Colleges; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

The production and analysis of statistics used in the implementation of the state risk management program; the development of premiums/rates critical to providing adequate funding for reserves to insure the state’s assets; and the management of audits which assure access to information critical to the effective operation of the state risk management program.

JOB DISTINCTIONS:

Differs from the State Risk Administrator (Underwriting and Loss Prevention) by the absence of responsibility for the comprehensive risk program.

Differs from the State Risk Administrator (Claims) by the absence of full authority for the claims adjustment division, and by unlimited claims payment authority and unlimited authority when participating as a member of the Claims Council.

EXAMPLES OF WORK:

Determines statistical reports/information to be produced to accomplish broad mission and/or specific aims of the Office of Risk Management and makes recommendations to management based on analysis.

Manages annual production of the Cost of Risk Allocation (CORA), including development of ultimate premium and state rates.

Reviews and analyzes policies written by the Office of Risk Management to correlate developed exposure data to coverages.

Plans, reviews, and supervises the audit of state agencies’ financial records or physical inventory to ensure the data provided to the Office of Risk Management is accurate.

Reviews appropriation bills, FACS Organization Responsibility Structure, state organizational charts, etc. for changes in state organization that would affect premium allocation and overall state risk.

Performs variance analysis on loss data to analyze changes in loss payout ratios including indexing, trend factors, and rate changes in order to analyze agency efficiency.

Analyzes statistical reports, such as triangulation development, on cash and incurred basis for all coverages for use in ensuring adequate reserve levels.

Produces various ad hoc management reports in addition to standardized periodic management reports.

Performs environmental scans for trends in the insurance field affecting Risk Management.
