Sr Neighborhood Outreach Specialist

Hours of Work : Mon – Thurs/ 7:00 a.m. to 5:30 p.m.

EXAMINATION PROCESS :
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date.The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.

ELIGIBLE LIST: You must score 70% or higher on the examination to be placed on the eligible list.

SELECTION PROCESS: Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment hair drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job . ” Some positions may require preliminary background checks.

Develops, leads, organizes, and coordinates the implementation of complex community services and outreach programs related to youth services, senior services, homeless programs, faith-based programs, and other neighborhood outreach programs; provides complex and sensitive management and programmatic support to council offices, other departments, community-based organizations, and governmental organizations.

Distinguishing Characteristics

This is the advanced journey level class in the Neighborhood Outreach Specialist series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, the complexity of duties assigned and the independence with which the employee is expected to perform. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

Supervision Received and Exercised

Receives direction from the Neighborhood Resources Supervisor or higher-level management staff.

May act as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress, and reviewing results.

EXAMPLE OF DUTIES:
Essential Functions:
Develops, coordinates, implements and oversees the administration of major initiatives.

Participates in the preparation and administration of the program budgets. Submits budget recommendations. Monitors all financial transactions, expenditures, and identifies and reports potential financial overruns and variances at an early stage.

Organizes and develops action plans to meet the needs of residents; provides training and technical assistance to residents.

Ensures projects and programs comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.

Coordinates the development and strategic planning efforts of boards, committees, task forces, and other groups. Provides technical guidance and support to neighborhood organizations.

Develops, recommends, implements and evaluates approved policies and procedures.

Leads community-based problem solving; responds to inquiries and requests for information from residents, city departments and outside agencies.

Leads, develops, implements and administers programs to generate citizen involvement. Recruits members for boards, commissions, programs and special events.

Serves as liaison for the division and the city with other city departments, the public and outside agencies. Represents the city in various committees and work groups. Coordinates with the media to promote city and department programs. Receives and responds to complex and sensitive issues. Handles inquiries and complaints from start through resolution in an efficient and timely manner.

Prepares and conducts presentations to community and neighborhood groups concerning neighborhood initiatives and related programs.

Prepares program performance statistics and reports.

Researches and analyzes information on a variety of topics as assigned; prepares reports and proposals; makes recommendations.

Marginal Functions:
Researches grant opportunities; prepares and submits grant applications.

Attends and participates in professional group meetings and community events. Stays abreast of new trends, programs and innovations.

Operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order; maintains vehicle in clean and fueled condition.

Performs related duties and responsibilities as required.

MINIMUM REQUIREMENTS:
Experience:
Three years experience, to include program development and implementation, in:

Urban, neighborhood, community or regional planning;

Working with neighborhood groups;

Community services;

Community affairs;

Community development;

or a closely related field.

Training:
Bachelor’s degree from an accredited college or university with major in urban affairs, planning, social work, public administration, business administration, sociology or closely related field.

May substitute combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

Licenses and Certifications:
Possession of an appropriate, valid driver’s license on the date of application, and maintenance thereafter.

Possession of American Institute of Certified Planners (AICP) certification is preferred.

Special Requirements:
Fluency in Spanish is desirable.

Will be required to work non-traditional hours to staff department and city programs and services.
