JOB SUMMARY

The Arizona Department of Insurance (44 th Street and Thomas Road, Phoenix, AZ) is seeking a talented, intuitive, experienced and dedicated white-collar crime investigator to serve as a Special Agent in its Insurance Fraud Division. The position performs statewide, national, and, at times, international civil and criminal investigations of a highly complex and potentially dangerous nature, working fluctuating hours with a high degree of independence to perform job duties that include, but are not limited to, the following:

  • Reviewing allegations, complaints or other information to determine whether insurance fraud may have been committed;
  • Developing investigation and intelligence-gathering plans;
  • Performing long hours of research as necessary;
  • Analyzing documents and records, which may include performing computerized financial and statistical analyses;
  • Conducting undercover investigations, including infiltrating and penetrating criminal organizations or conspiratorial groups engaged in white-collar crime, organized crime, securities fraud, medical provider fraud, computer fraud, financial fraud or racketeering;
  • Conferring with attorneys assigned to insurance fraud cases regarding progress of investigations, quality of case files and evidence, drafts of subpoenas, warrants, etc.
  • Preparing affidavits to obtain search and arrest warrants and wiretaps;
  • Interviewing victims, witnesses and suspects in criminal and civil investigations;
  • Serving warrants, conducting searches, collecting and maintaining custody over evidence, seizing assets, effecting arrests, and booking suspects;
  • Maintaining case files and evidence; preparing detailed investigation reports;
  • Testifying in criminal, civil and administrative proceedings.

Successful candidates must :

  • Either currently hold AZPOST certification or held AZPOST certification within the past three years;
  • Have experience as a white-collar crime investigator performing the job duties specified in this hiring announcement, demonstrating initiative, ingenuity, resourcefulness, and judgement;
  • Upon selection and as a condition of being hired, pass a background investigation that meets AZPOST standards, including a physical exam, a polygraph exam, and firearms qualifications;
  • Be willing and able to regularly travel within Arizona, and occasionally be willing and able to travel outside Arizona, potentially including into Mexico. Candidates must have a valid Arizona Driver License and should have a current US Passport.

Knowledge, Skills, & Abilities

Knowledge:

  • Methods, principles and techniques of criminal and civil investigations;
  • Methods and techniques of gathering, evaluating, screening and preserving evidence, including preparing exhibits for trial;
  • Principles for safely carrying and appropriately using a firearm and other applicable law enforcement safety equipment;
  • Civil and criminal laws applicable in the State of Arizona, particularly State, Federal and local laws concerning fraud, misrepresentation, official corruption, embezzlement, tax evasion, and extortion and racketeering, as related to insurance fraud.
  • Civil and criminal statutes that are most commonly violated in connection with unlawful insurance-related transactions;
  • Insurance terms, insurance-related documents, and various types of entities regulated by the Arizona Department of Insurance.
  • Knowledge of civil and criminal procedures to properly direct complainants and make correct determinations concerning the Department’s jurisdiction in a matter.
  • Knowledge of computerized word-processing, spreadsheet, and database software.
  • Knowledge of court procedures, practices, rules and protocols/etiquette.
  • Knowledge of principles and practices of investigation case management.
  • Knowledge and experience applying methods, techniques, procedures and practices in criminal investigation, with knowledge specific to the investigation of white-collar crime, and esp. insurance fraud.
  • Familiarity with the functions of each division within the Department.

Skills:

  • Managing multiple responsibilities and tasks concurrently;
  • Applying methods and techniques of undercover law enforcement work and surveillance;
  • Effectively and safely interrogating and negotiating with suspects and witnesses;
  • Communicating clearly, effectively, and diplomatically on the telephone, in person, and in writing under difficult and contentious circumstances, including but not limited to testifying in criminal and civil legal proceedings;
  • Preparing clear and concise correspondence with correct spelling, grammar, vocabulary and style;
  • Establishing and maintaining effective working relationships with those contacted during work;
  • Communicating effectively with citizens and public officials under conditions requiring tact and judgement.

Abilities:

  • Working under volatile conditions and with hostile persons
  • Meeting tight deadlines;
  • Reading and properly interpreting insurance contracts, other legal contracts, instructions and other documents;
  • Appropriately understanding and applying civil and criminal laws in analyzing case circumstances and evidence;
  • Reading and understanding street maps;
  • Safely driving a passenger vehicle to locations throughout Arizona.
  • Recalling names, facts, faces and incidents;
  • Operating various standard business machines utilized to perform required functions, including but not limited to a telephone, computer, photocopier, facsimile machine or multi-function device, scanner, two-way radio and ten key calculators.
  • Maintaining cooperative and professional relationships with supervisors, peers, subordinates, witnesses, licensees, regulators, law enforcement agency personnel, prosecutors, and others.
  • Analyzing situations and information accurately and adopting appropriate courses of action.
  • Thinking and quickly acting in emergency situations;
  • Controlling behavior under unusually difficult and dangerous circumstances.

Candidates for this position will be required to submit to a criminal history investigation. If position requires driving, possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment is required. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
