Software Development Manager (GFEBS)

Job Description:

GFEBS develops, acquires, integrates, deploys and sustains enterprise-wide financial and procurement management capabilities to support the US Army’s current and future missions. GFEBS is the Army’s new web-enabled financial, asset and accounting management system that standardizes, streamlines, and shares critical data across the Active Army, the ARNG and the USAR. GFEBS was the first Enterprise Resource Planning solution (SAP) to fully deploy within the Department of the Army. GFEBS Increment II – an ACAT 1 program, will continue to improve the Army’s business processes. Increment II will allow for full cost reporting of the Army’s outputs (products and services) and will create an auditable trail. It will also accommodate emerging requirements for enhanced financial integration, Army single labor time tracking and environmental and integrated resource management. These requirements not only provide additional capability, but improve automated integration of financial data, enhance business process efficiencies, increase interoperability, and maintain auditability.

The GFEBS Increment 2 Software Development Manager will be responsible for the day to day operational management of the GFEBS Increment 2 software development team for CACI. The position requires extensive experience leading the development team on a large, complex software engineering and development program within the umbrella of the DOD JCIDS Acquisition Framework.

The GFEBS Inc II Software Development Manager will drive the design, development, and deployment of SAP based software solutions (ECC and/or S4 HANA) to be hosted in both traditional and cloud based environments.

Strong agile (preferably scaled agile framework) implementation qualifications are required. The selected candidate will provide input to long and short range project planning – to include input as to: cost estimating; demand and capacity management; release management; schedule management; risk management and configuration management/change control. He/she will be highly skilled in customer and stakeholder relations; will have excellent knowledge of software development best practices and design principles; and a wide range of experience controlling and improving quality of service while reducing the overall cost of development through operational efficiencies.

RESPONSIBILITIES :

RESPONSIBILITIES will include, but are not limited to the following:

– Provide program and portfolio management support; prepare progress reports and update steering committee/executive management; anticipate issues and ensure timely resolution.

– Coach and mentor senior and mid-level staff on the development of software engineering plans, and the identification deliverables and strategies for implementation of software development projects (waterfall, incremental, package based and agile). Expert in the analysis of interdependencies, identification of contingencies, and analysis and mitigation of risk in software development projects.

– Leads the design and implementation of enterprise scale SAP based software solutions that operate in high performance distributed systems

– Excellent knowledge of UML and other modeling methods

– Familiarity with HTML/CSS, JavaScript and UI/UX design

– Understanding of software quality assurance principles

– Works with solutions team and customers to understand system/software requirements and develop solutions in fulfillment of business objectives

– Formulates and presents the architecture, design and implementation methods and status for internal and external customer review

– Provides oversight of agile development teams

– Leads development teams and supports integration and testing activities. Prescribes test methods, ensures quality of test execution, and ensures that configuration management processes are implemented appropriately and efficiently.

EDUCATION & EXPERIENCE :

Master’s degree in Computer Science or Computer Engineering and 10-15 years of related experience.

CRITICAL SKILLS:

– Experience with the design, development and deployment of SAP based ERP solutions (to include ECC and S4 HANA)

– Experience with SAP development tools, integration methods and related technologies (e.g. SAP Technical Expertise in the SAP NetWeaver Platform, Object Oriented ABAP, SmartForms, BADI programming, BDC programming, ALE Integration, and ALV Reports).

– Experience leading complex data conversion and external system data interface/integration implementations.

– Deep knowledge of the following implementation methodologies: traditional waterfall; spiral; agile; incremental and package based (including both waterfall and agile based variants – e.g. ASAP and RunSAP).

– Demonstrated experience with Legacy Transformation and Business Process Transformation strategies

– Knowledge of how SAP system components interoperate to support the following end-to-end business processes and management information needs: Plan to Execute; Hire to Retire; Procure to Pay; and Record to Report.

– High familiarity with the application and use of business process engineering tools to facilitate the capture of end to end business processes, business rules and use cases pre-implementation (e.g. ARIS)

– High familiarity with the SAP Solution Manager Lifecycle Management suite – include Tao and ChARM.

– High familiarity with the integration and implementation of Static Code Analysis tools to facilitate software security validation and verification pre-release (e.g. HP Fortify)

– High familiarity with the integration and implementation of an Automated Test Suite (e.g. HP ALM)

– Strong communication skills

– Capacity to work in a fast paced and dynamic environment

– CMMI Level 2, 3 program implementation experience

– Ability to build and maintain positive working relationships with all stakeholders to ensure program success.

DESIRED SKILLS:

– Experience with Budget Formulation, Labor Time and Labor Tracking, Financial Integration, Environmental and Integrated Resource Management

– Experience with Army Financial and Budgeting Systems such as GFEBS

– Knowledge and experience with Business Analytics and Business Intelligence platforms

– Experience with the following regulations and policies – DoD FMR, FIAR, FISMA, RMF, RPIM, and SFIS is a plus

U.S. citizenship and Secret clearance is required. Top Secret preferred. Program will be headquartered in the Northern Virginia/National Capital Region.
