PURPOSE OF THIS ROLE

Under the direct supervision of the IMPAACT4TB Director (based in South Africa), the Senior Program Manager South Africa, will be responsible for overseeing all aspects of a programs with a particular focus on providing leadership, management, strategic guidance and facilitating collaboration with the Ministry of Health, UNITAID and stakeholder governments and institutions.

KEY PERFORMANCE RESPONSIBILITIES

Technical Management

  • Develop, adapt and implement a capacity-building package for DOH National TB Program (NTP) to deliver 3HP in South Africa focused on key topics of TB and LTBI by considering cost effective innovative ways to reinforce capacity building.
  • Coordinate with and create linkages with other TB implementing partners in South Africa.
  • Support NTP Strategic Plan development, programmatic alignment with the TB National Strategy and UNITAID IMPAACT4TB framework to implement 3HP; refines, monitors and evaluates program results.
  • Assist NTP to develop innovative and appropriate solutions to scale up 3HP strategy including a strong PMU partnership across technical working groups and country programs.
  • Lead the policy review, delivery and evidence to align with international recognized modern approaches in LTBI control in children and PLWHIV.
  • Assist in identifying requirements for specific technical assistance, develop appropriate scopes of work, and work with short-term consultants to maximize benefit and follow-up of short-term assignments.
  • Lead the development and documentation of effective tools and approaches for institutional capacity building, and maintain an inventory of successful strategies and approaches.
  • Document and ensure lessons-learned by contributing to project reports, publications, internal and external presentations.
  • Serve as principal and managerial point of contact with Department of Health and PMU at Aurum Headquarters in South Africa.
  • Track all program indicators and deliverables, and ensure that all outcomes and objectives are met.
  • Oversee development and monitoring of work plans, organizational metrics and milestones including monthly burn rates for each project. Prepare and timely submit technical and financial reports to PMU on a quarterly and annual basis.
  • Develop and maintain an appropriate corporate culture built on Aurum’s core values, leading by example in the demonstration of Aurum’s core values.
  • Represent Aurum at external meetings within the TB, HIV, Global Health, non-profit and scientific/research community and at conferences and other relevant meetings and events.
  • Performs other duties as assigned.

Requirements

YOU MUST HAVE:
Qualification/Professional Membership

  • Advanced degree in Public Health, Social Sciences, Epidemiology, International Development or other relevant field; medical, nursing or other relevant degree. Research experience is desired.

Work Proven Experience

  • 8+ years of mid-level management experience of projects and programs in health systems strengthening, TB-HIV/AIDS, prevention, care and treatment, human resources for health, integrated health service delivery, and/or human capacity development in developing countries and complex cultural settings
  • Prior experience managing several professionals while representing a range of technical expertise and working in multiple locations across a large geographic area
  • Experience working on UN, USG, GFATM, and/or other donor-funded TB/HIV/AIDS projects or programs in Africa

Other requirements

  • Strong leadership and team building skills with the ability to set and implement vision and strategy.
  • Ability to develop and adhere to budgets of up to several million dollars encompassing multiple program areas spread across large geographies
  • Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.
  • Willingness and ability to work in and travel to rural, low-resource settings
  • Other duties as assigned by the Director or IMPAACT4TB Delivery TWGs
  • Knowledge of the South African health system, infectious disease, public policy, legal, economic, sociological, political, institutional, geographic, and information with a passion for international public health.
  • Exceptional written and oral communications skills to communicate clearly and persuasively in English knowledge of local languages, desired.
  • Proficiency using Microsoft Suite of products including Word, Excel, PowerPoint, Outlook, and other software.
  • Excellent organization, delegation, performance management, administration, analytical, negotiation, and time management skills. Self-motivated with the ability to set standards and meet goals. Exacting attention to detail, flexibility and the ability to work simultaneously on multiple projects. Excellent and advanced critical conceptual or decision-making skills.
