Senior Business Analyst

The Senior Business Analyst supervises the IT Business Analysts and supports corporate projects by defining business requirements, providing project management oversight and aligning business and application system solutions with Colorado Access and Information

Systems strategic plans. Manage all or parts of a project through all stages of the project life cycle, including requirement documentation, development, regression testing, QA/UAT, and project life. Also supervises the EDI Analyst and oversees the EDI relationships

and processes related to information exchange with external stakeholders. Serves as EDI subject matter expert with senior management, vendors and state agencies aimed at meeting trading partner needs and ensuring Colorado Access compliance with applicable

state and federal requirements.

ESSENTIAL FUNCTIONS

Supports corporate projects by defining business requirements, providing project management oversight and aligning business and application system solutions with strategic plans. Analyze and document requirements through research, data gathering, and brainstorming

activities. Design and document customer requirements by defining, creating, evaluating, and/or selecting alternatives.

Perform project management activities as assigned to promote quality, facilitate resource management and progress reporting, define and maintain project scope, meet schedules and deadlines, and coordinate intra-and interdepartmental activities. Manage all

or parts of a project through all stages of the project life cycle, including requirement documentation, development, regression testing, QA/UAT, and project life.

Provide application support for internal users as assigned. Troubleshoot problems and escalate as necessary. Provide configuration changes following change management procedures.

Supervises the EDI Analyst position and oversees the EDI relationships and processes related to information exchange with external stakeholders. Serves as EDI subject matter expert with senior management, vendors and state agencies aimed at meeting trading

partner needs and ensuring Colorado Access compliance with applicable state and federal requirements.

Ensures all requirement documentation policies and procedures are followed. Reviews status reports and reports departmental operations, concerns and successes to the IT Director.

Ensure the successful implementation of developed manual and automated information systems by performance of the following activities: Business requirement documentation; Gap Analysis; Cost benefit solutioning (build/buy); Coordinate and/or conduct; regression

testing; quality assurance testing; end-user training; develop and/or maintain; end-user training materials; end-user procedure manuals; on-line help documentation.

Actively participate in and demonstrate support of all Colorado Access and department quality initiatives, which includes: Colorado Access system development methodology implementation and deployment; Standards and procedures definition and adherence; Quality

management strategy definition and adherence; Rapid continuous improvement, transformation, and strategic plan implementation initiatives.

Actively support and implement the department communication strategy. Establish and maintain mutually beneficial and productive relationships internally and with other Colorado Access departments. Inform others, as appropriate, of problems, issues, concerns,

or developments that arise from department or business activities, or the use of technology.

: Responsible for developing departmental specific policies and procedures. Contributes to the development of companywide policies as requested. Responsible for understanding and interpreting

health plan policies and procedures. Responsible for interpreting and following all administrative policies including human resource policies and procedures.

Responsibility for Confidentiality

: Responsible for maintaining strict confidentiality of member, provider, organization and personnel information and proprietary information.

Contact with Others

: Evaluate user requirements and business needs for management proposals and systems solutions. This would require interpretation of written and oral input from personnel in all Colorado

Access

departments, as to current requirements, analysis of those requirements and the oral and written delivery of analysis and recommendations. This communication will occur on a daily basis.

Interaction with vendor personnel pertaining to problem resolution and/or application software planning and procurement. This entails the analysis of written and oral input from vendor personnel and the communication of directions and/or resolutions in written

and oral forms. This communication will occur on a daily basis.

Requirements

Education

: Bachelor’s degree. Equivalent combination of experience and/or education may substitute with a preference for nine years progressive relevant work experience.

Experience

: Seven to nine years progressive work experience in a related field (e.g., Business Analysis, Application Systems Development, Management Engineering, Health or Life Insurance), which includes three years in an analytical role.

Three years in the health care management or insurance field is preferred. For the analytical role experience to qualify, the job performed must have been equivalent to the Business Analyst III position in Information Technology and/or Decision Support

for at least three years.

: Demonstrated analytical, problem solving, and research ability as evidenced by experience in the identification of requirements and the definition, evaluation, and selection of appropriate solutions to business

problems or opportunities. Mental agility, including the ability to: Discern patterns and correlate seemingly unrelated information, conceptualize, and then translate ideas from the abstract to the concrete, work at a general, global, or high level, at a detail,

specific, or low level, and build up or down between levels. Personal computer (PC) operation (keyboard). Personal computer (PC) software usage (e.g., Windows, word processing, spreadsheet, graphics, project management). Ability to work in a team environment,

take direction and follow through compromise, support consensus decisions; Flexibility and adaptability to changes in assignments and the work environment; Work independently, manage time effectively and efficiently, multitask effectively; Communicate through

good verbal and written communication, including the ability to: speak and write clearly and concisely and target communication to both technical and non-technical audiences; A formal system development methodology, based on Information Engineering principles,

computer-aided software engineering (CASE) tools (e.g. Visio), structured or formal analysis and design (modeling) techniques, joint session facilitation. Documentation planning and production; Standards and procedures development; Training and Project Management

: Valid driver’s license and auto insurance required.
