School Finance Specialist II

The Division of Finance and Support Services, School Finance and Facilities section is seeking a motivated, knowledgeable self-starter to join a 5-person team of professional and technical experts whose job it is to see that Alaska’s students and teachers have the best possible school facilities in which to achieve an excellent education for every student, every day. The successful candidate will excel in assisting counterparts in school districts, municipalities, and boroughs in applying department standards to all aspects of school facility design, construction, maintenance, and operations.

This important position supports the administration of school capital project funding programs in the Facilities Section. Primary duties of the position include: developing project agreements for funded school construction and major maintenance projects, working with recipients to establish a clear scope, budget, submittals list, and payment schedule; administering funded projects, reviewing submittals, issuing approvals and payments, drafting amendments, reviewing closeout documents, and working with recipients to ensure projects are executed in conformance with department provisions; managing elements of a relational database to include facility data, project data, funding data, and school district data; supporting the department’s annual capital improvement project (CIP) evaluation and ranking process, creating a new CIP database, extracting data from CIP applications, and entering data for computational analysis; conducting research and analysis in areas of facility management, funding, and project execution to assist in developing and updating statutes, regulations, handbooks, guidelines, and procedures of the section; providing support for training and outreach to school district personnel and industry organizations regarding the department’s school capital funding programs and project execution requirements.

Some travel may be required of this position in support of job duties. Primarily, travel is two to three times per year to provide trainings and assist with conferences. Durations are usually less than a week.

Our ideal applicant will possess some or all of the following knowledge, skills, abilities, and experience (Your experience with each of these traits must be documented in your cover letter.   • Ability to understand and interpret detailed requirements in state statutes and regulations as they apply to school capital project funding and execution.
  • Knowledge of capital project elements including planning, design, bidding, construction, maintenance and operations.
  • Experience with Microsoft Access & SQL databases ranging from data entry to queries, reports, manipulation, and creation.
  • Understanding of basic project accounting and financial management principles and practices.
  • Ability to speak and write clearly and concisely in communicating information to others, particularly school district superintendents and district office staff.
  • Ability to work independently, manage multiple projects, set priorities, be organized and attentive to detail, and meet deadlines successfully.
  • Ability to establish and maintain cooperative and effective working relationships with colleagues, other employees, and district, municipal, and borough counterparts.
  • Skilled in using MS Office programs, particularly Word, Excel, Power Point, and Outlook.

    MINIMUM QUALIFICATIONS:

    Bachelor’s degree in business, administration, accounting, education, or a related field,

    AND

    One year of journey level professional administrative or accounting experience. This experience includes such work as School Finance Specialist I, Accountant II, Administrative Officer I, Grants Administrator II, with the State of Alaska or the equivalent elsewhere.

    Substitution:

    Four years of any combination of technical or professional administrative experience and post-secondary education in business, administration, accounting, education, or a related field will substitute for the required bachelor’s degree.

If utilizing this education, you must show that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. post-secondary institution reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the post-secondary institution. It is your responsibility to provide such evidence when applying.
