Regulatory Consultant Assc – Regulatory Consultant

Position Summary:

Regulatory professional who possesses a basic understanding of business principles and with an expanding regulatory knowledge for the business functions supported, and to obtain proficiency in the application of theory to analyze and solve straight-forward problems with support, guidance, and direction from higher level personnel.

Develops an understanding of the fundamentals of state or federal regulation standards, codes, concepts, systems, and business processes relevant to work assignments.

Solves straight-forward problems or, with support, guidance, and direction, perform analysis to accomplish work plans initiated by various governmental agencies for rate cases, recovery clauses, audits, compliance filings, policy matters, and/or other proceedings.

With support, guidance, and direction, completes requested tasks to gather information to contribute to regulatory strategy development and coordination, and to contribute information for others to develop negotiation strategies.

Through training and directed task execution, acquire knowledge of developments, procedures and current events affecting regulatory activity, and perform routine assigned tasks to support the implementation of necessary changes.
Through work experiences, builds regulatory knowledge to understand the interrelationships between cost drivers and revenue.

Principal Accountabilities:

  • Assists in the assembly of basic data to support any of the following, as related to the applicable function: cost-of-service studies, load research, computerization support, rate case filings, special contracts, and technical papers.
  • Conducts research and supplies information as requested through the assistance of more senior team members.
  • Accomplish assigned project and process work according to the plan and schedule established by higher-level employees. Assists higher-level employees in limited preparation of technical reports, papers, testimony, discovery requests, financial reporting, etc.
  • Perform assigned tasks to develop problem solving and decision-making in area of specialization.
  • Develops, through assigned work, a basic knowledge of regulatory matters for the applicable regulatory function performed.
    Regulatory matters include, but are not limited to: economic and legal foundations of regulation; the federal and state regulatory commission structures, processes, and roles; utility ratemaking and rate design; Independent System Operators (ISOs), Regional Transmission Organizations (RTOs), and competitive wholesale markets; industry restructuring and deregulation; federal reliability compliance obligations; federal and state environmental compliance; and current legislative and regulatory policy issues impacting electric utilities.
  • Support the preparation and presentation of complex regulatory subjects and strategies to management and/or regulatory bodies.
  • Minimum Requirements for Regulatory Consultant Assc:

    Education:
    Bachelor’s degree from an accredited college or university required in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics, or similar quantitative degree.

    Minimum Requirements for Regulatory Consultant:

    Bachelor’s degree from an accredited college or university required in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics, or similar quantitative degree.

    Experience:
    Minimum two
    (2)
    years related work experience in a utility and/or like business and/or regulatory function.

    Additional Information:

    • Related work experience in a utility or like business or regulatory function beneficial, but not required.
    • Proficiency with spreadsheets is required.
    • Proficient oral and written communication skills.
    • Must possess analytical problem solving skills.
    • Required to work mandatory “on-call” requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
    • Occasional travel will be required, such as: to attend or testify at hearings, to support witnesses at hearings, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company’s position in various federal, regional, or state venues, to attend training, etc.
