PROSTHETIC REPRESENTATIVE (HOME RESPIRATORY CARE PROGRAM SPECIALIST)

MAJOR DUTIES & RESPONSIBILITIES:
The incumbent’s primary purpose is to serve as a Program Subject Matter Expert (SME) within the Prosthetics & Sensory Aids Service, Home Respiratory Care Program for Sheridan VA Health Care System. The incumbent has responsibility for the following duties: coordinating travel services, benefits consultant, managing consults, and procuring devices.

Works directly with the Home O2 Clinical Coordinator Registered Respiratory Therapist (RRT) to ensure that Veterans receive information about home respiratory equipment, services, benefits and that information and services provided to Veterans are in accordance with applicable regulations and directives. It is critical for the incumbent to recognize those duties that fall outside his/her expertise and scope and when appropriate, facilitate the referral of these issues to the RRT and/or Supervisory Prosthetic Representative while keeping customers informed and satisfied with the planned course of action.

To carry out duties, the incumbent needs to be knowledgeable about the many services and benefits offered by the HRCP and be able to effectively work with patients (many with severe disabilities) and families, clinical staffs, administrative staffs, and contracted/non-contracted vendors. In addition, the incumbent needs to be proficient in utilizing Veterans Health Administration, Prosthetics & Sensory Aids Service, and Home Oxygen software packages to accomplish critical tasks. Also, the Incumbent needs to be knowledgeable about contract search tools: System for Award Management (SAM), Dun and Bradstreet (D&B), GSA Federal Acquisition Service, Federal Supply Schedule, and other Government contract tools; Computerized Patient Record System (CPRS), Veterans Health Information Systems and Technology Architecture (VistA), the Integrated Funds Distribution Control Point Activity and Accounting and Procurement (IFCAP), the Prosthetics VISTA Suite (GUI), as well as any specific vendor software systems used on a day-to-day basis depending upon current specifics outlined in the home oxygen contract.

Home Respiratory Care Program Coordination

Process various communications from Veterans, family members, Veteran Service Organizations, Home Based Primary Care and Primary Care teams, private medical facilities, hospice care, nursing homes, and other clinical staffs about eligibility, equipment, services, and benefits that are available.

Consult Management

The incumbent receives and analyzes electronic prosthetic consults/prescriptions for items, services and home medical equipment from VA providers, ensuring that the appropriate VA clinician is making the consult/prescription request and that an appropriate assessment has been completed that supports the equipment or services being requested.

Procurement of Equipment & Management of Program Records

The incumbent prepares purchase orders for a wide variety of home respiratory devices, medical supplies, and repairs as directed by the appropriate consult/prescription, the HRCP Coordinator, and/or Supervisor in accordance with government procurement guidelines. The incumbent also manages the home respiratory therapy database which is a requirement by VA directive and Joint Commission.

Work Schedule: Monday – Friday 7:30am to 4:00pm

Basic Requirements:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Preferred Experience: Have three years of experience working in a hospital setting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations:
GS-7

(a) Experience. In addition to the basic requirements, 1 year of experience equivalent to the next lower level. In addition, the candidate must demonstrate the following KSAs:

Appropriate bachelor’s degrees include business; those in a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing, etc.; public administration; health administration; or those in related courses of study.

(c) Demonstrated Knowledge, Skills, and Abilities

1 . Ability to understand and apply procedures, regulations, and laws.

2 . Knowledge of procurement practices.

3 . Knowledge of appropriations and obligations relating to accounts.

4 . Knowledge of general anatomy and medical terminology.

5 . Knowledge of principles and practices of budget formulation and execution.

(d) Assignment. Employees at this grade level typically serve in a prosthetic representative career development position, or as a prosthetic representative who does not have signatory authority.

Experience. At least 1 year of experience equivalent to the next lower level. In addition, the candidate must demonstrate the following KSAs:

Education equivalent to 2 full years of progressively higher level graduate education or master’s or equivalent graduate degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study.

Demonstrated Knowledge, Skills, and Abilities

1 . Ability to maintain and control an inventory system.

2 . Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management.

Physical Requirements:
The work is mostly sedentary and is performed in an outpatient clinic environment responsible for treating patients with a wide variety of medical problems. There will be occasions where travel to patient’s homes, accompanied by at least one other VA employee, to inspect home respiratory contracted services provided to patients. There also may be times it is necessary to conduct vendor inspections with regards to the local contracts administered out of the facility PSAS office. Normal safety precautions and practices are required for working a health care environment. This position requires emotional ability to deal effectively with multi-tasking and high volume of patient flow. Other physical demands include reaching, bending, stretching, walking, and carrying light loads of supplies.
