To manage complex projects and programs related to system-wide engineering, design, construction, and redevelopment of facilities in a manner that will guarantee a high standard of quality, consistent with all laws, regulations, and Three Rivers Park District policies and mission.
Essential Duties and Responsibilities:

As project manager, directs and participates in the preparation and implementation of complex and varied planning, design and construction projects to assure optimum utilization of public funds, including preparation and management of project budgets, coordination of related activities with District staff and public agencies as may be necessary, and coordinates presentations to Board of Commissioners, local municipalities’ park and planning commissions, City Councils and other regulatory agencies for review and approval.

As project manager, coordinates work of consultants and construction contractors to assure effective utilization of resources, monitors and assures that Park District policies and procedures during project development are adhered to and reviews and recommends to the Board of Commissioners changes in construction contracts and consultant agreements.

Develops and prepares scoping and feasibility documents, preliminary design, final designs, specifications, cost estimates, bid documents, and general and technical documents for a variety of District-wide Asset Management projects within the engineering, architecture, and landscape architecture disciplines. Coordinates and develops recommendations for the Park District in the review and consideration of initiatives.

Serves as liaison and represents Park District’s best interests in intergovernmental affairs as related to planning and development matters.

Participates in the Park District Asset Management Program including program development, data collection, annual infrastructure inspections, consultant coordination, life-cycle research and cost-benefit analyses, assimilation of data, and annual program recommendations.

Coordinates the work of technical support staff to perform technical work utilizing technologies and methodologies widely accepted by the profession and in compliance with local, state, county, and federal agencies.

Keeps Senior Manager of Engineering and other appropriate staff promptly informed of important matters in the areas of accountability.

Maintains current technical knowledge and affiliation with appropriate professional organization.

Performs other related work as apparent or assigned.

Qualifications: EDUCATION AND/OR EXPERIENCE: Bachelor’s degree in Civil Engineering, Landscape Architecture, Architecture, or related field from an accredited college or university and a minimum of 6 (six) years of progressively responsible experience in directly related project and program management work (landscape architect, architect, civil engineer, or other related positions).

LANGUAGE SKILLS: Ability to read, analyze, and interpret technical journals and legal documents. Ability to respond to common inquiries or complaints from park guests, consultants, contractors, regulatory agencies, or employees. Ability to effectively present information to management, Board of Commissioners, governmental agencies, and the public. Ability to assert necessary compliance with environmental rules and regulations, building specifications and design parameters.

MATHEMATICAL SKILLS: Ability to do complex arithmetic. Ability to work with complex budgets, budget projections, and cost analysis.

REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems as they relate to project and program management for engineering, design, and construction project types. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables in situations where only limited standardization exists.

CERTIFICATES, LICENSES, REGISTRATIONS: Registration as a licensed professional in the State of Minnesota by the Minnesota Board of Architecture, Engineering, Land Surveying and Landscape Architecture is preferred, but not required. Must possess a valid Class D Minnesota driver’s license.

OTHER SKILLS AND ABILITIES: Must have strong organizational skills and demonstrated successful experience in project management and ability to work with a multi-disciplinary team of professionals. Ability to provide work direction to staff and contractors. Experience and knowledge in environmental standards, rules and regulations, principles and practices of project management, and principles and practices related to the development and rehabilitation of facilities in environmentally-sensitive and natural resource protection areas. Thorough knowledge of the principles and practices of the design and construction, engineering/architecture industry. The ability to work with standard MS Office software including Word, Excel, PowerPoint, and Access and a general working knowledge of AutoCAD and GIS. Ability to develop and maintain effective working relationships with other Three Rivers Park District staff, governmental agencies, consultants, contractors, and the general public. As required must be able to travel to Three Rivers Park District facilities, properties, and meeting locations to conduct on-site work in a timely manner. Ability to prioritize multiple responsibilities and to be flexible when priorities change.

While performing the duties of this job, the employee is regularly required to sit; use hands and arms to handle and manipulate drafting and drawing equipment, computer keyboards, tools, or controls to produce high quality work; and talk and hear. The employee frequently is required to stand, and is occasionally required to walk, climb or balance, stoop, kneel, crouch or crawl while conducting field inspections. The employee must occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

While performing the duties of this job, the employee frequently works near and around auto traffic and construction equipment and in outdoor weather conditions. The employee occasionally works in high, precarious places and in excavation sites, and is occasionally exposed to airborne particles such as dust and pollen. The noise level in the work environment is usually moderate. While inspecting construction locations, the employee may be exposed to louder noises associated with a construction site and the employee may need to traverse rough and uneven outdoor terrain in order to reach these construction sites and conduct field surveys.

Applications will first be evaluated in a Training and Experience Assessment worth 100 points. Veterans Preference will be applied in accordance with Minnesota law. Final appointment is contingent upon the applicant passing a background investigation including a criminal history search. Costs of the background will be paid for by Three Rivers Park District.
