Programmer Analyst

The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvaina employees and retirees, has an immediate opening for a Programmer Analyst. This position reports to the Applications Development Director in the Information Technology Department.

This position is responsible for design, programming, documentation, and testing of business related systems. The Programmer Analyst also evaluates user requests to determine feasibility, cost and time required, and impact on existing business processes to the current system. This position interacts with PEBTF staff to gain the knowledge of user needs required to develop and modify programs accordingly.

The successful candidate for this position will possess the ability to:

  • Analyze tasks in terms of user impact, analysis of goals, problem complexity and feasibility study, logic design and systems flowchart, analysis of input-output flow, forms layout, resource evaluation, time and cost analysis.
  • Document file design, impact of systems resources, coding, error removal, systems evaluation, on-line testing, user approval, final corrections, and program and run time documentation.
  • Write optimized programs utilizing functional/technical documentation; verify programming through structured testing techniques; work with users to obtain client approval through user acceptance testing; report status of assigned tasks to the Applications Development Director on a regular basis.
  • Maintain current technical industry knowledge of and follow Trust Fund standards, policies and procedures.
  • Adhere to accepted data processing standards; develops applications that are effective, efficient and that satisfy user needs.
  • Ensure compliance with HIPAA regulations and corporate Privacy and Security policies.
  • This position requires:

  • Bachelor’s degree in Computer Science or a related field.
  • Technical certifications.
  • 3 – 4 years of programming experience in developing web applications using .Net Framework platform
  • Knowledge requirements:
  • Expertise in relational databases such as Oracle, SQL server
  • Expertise in C#, asp.net, Vb.Net, XML, Web services, HTML
  • Ability to design, write, test, maintain, and debug program source code
  • Strong oral and written communication skills
  • Strong analytical, and problem-solving skills
  • Strong organization skills
  • Strong multitasking and prioritization skills.
  • Ability to learn emerging technologies (such as new web/mobile tools) quickly, research new solutions and apply strategic thinking to decisions about future development.
  • Ability to plan, organize, prioritize and complete work within deadlines.
  • Familiar with various file processing concepts and techniques.
  • Proficiency with word processing, spreadsheet and database software as well as proprietary software and web-based applications.
  • Ability to be productive in a fast-paced, lean information technology environment.

    Pay: $52,200.00 – $79,300.00 per year
