Data Analyst

The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvania employees and retirees, has an immediate opening for a Data Analyst. This position reports to the Applications Development Director in the Information Technology Department.

This position reports to the Director Application Development and is responsible for working on operational and analytics projects for the PEBTF. This includes development and delivery of Health Analytics services utilizing various data management and integration tools, reporting solutions, a standard project methodology and best practices to ensure that projects are delivered on schedule, within budget and with high quality.

The successful candidate for this position will possess the ability to:

Interact with Trust Fund personnel at all levels of the organization to coordinate and deliver high quality data management and health analytics services.

Complete assigned projects ensuring that goals and objectives are accomplished according to defined priorities, schedules and budget.

Recommend methods for accomplishing projects and establish work plans and schedules for each phase of the project.

Develop work plans and document procedures for all functional tasks.

Prepare regular written project status reports and updates.

Provide trouble-shooting and problem resolution.

Analyze, model and profile data to support common definition and classification of data.
Leverage analysis to promote high data quality, database optimization and high performing applications and reporting solutions.

Gather and integrate data from disparate sources. Evaluate and preprocess raw information. Delve into data to discover discrepancies and patterns and implement strategies to improve data quality.

Develop/generate reports and data sets that meet the informational needs of the Fund using various reporting tools and data sources.

Participate in the development of new programs to support all PEBTF products and services, lines of business and operating units.

Objectively analyze important issues, provide an impartial viewpoint, monitor progress to foresee problems that may jeopardize successful project completion and take corrective action to prevent or resolve any problems.

Suggest areas for improvement in internal processes along with possible alternative solutions.

Ensure compliance with HIPAA regulations and corporate Privacy and Security policies.

This position requires:

Bachelor’s degree in Business, Health Care Administration, Computer Science or a related field is preferred.

Three to five years of experience in progressively increasing data management and analytics roles in a corporate environment.

Acquire data from primary or secondary data sources and maintain databases / data systems.

Filter and “cleanse” data by reviewing output, reports and performance indicators to locate and correct data and code problems.

Technical expertise regarding data models (logical and physical), database design development, data mining and segmentation techniques that span a wide range of health care operations,

Develop and implement (relational) databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

Strong analytical skills with the ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.

Adept at query and report writing, presenting and explaining findings, and suggesting improvements.

Knowledge requirements

General business knowledge,

In-depth knowledge of the health analytics field,

Knowledge of the business cycles in the healthcare industry,

Knowledge of Extract, Transform and Load (ETL) frameworks,

Knowledge of Data Warehouse (EDW) and data management systems,

Excellent verbal and written communication skills,

Strong leadership skills including the ability to run group meetings and chair projects,

Strong interpersonal and teambuilding skills,

Excellent PC skills including Microsoft Office tools (Outlook, Word, Excel and Powerpoint),

Excellent database skills including Oracle, SQL, Access,

Demonstrated ability to drive results to completion while managing multiple priorities and projects.

Must have experience and demonstrated ability using reporting tools including but not limited to SQL, SSRS, Excel and Access.

Experience in applying project management tools/methodologies including Share Point and MS Project.

Experience in planning, estimating, organizing and managing major activities.

Experience providing effective solutions to complex problems involving both people and business issues where there are time and budget constraints.

Ability to quickly gain knowledge of new business processes and issues.

Ability to effectively work with all levels of management and non-management personnel.

Ability to adapt to changing work requirements and assignments and to complete assignments independently.

Ability to quickly learn Fund operations and systems, both manual and automated.

Pay: $62,600.00 – $95,100.00 per year
