Position Summary:
The Program Manager will oversee and direct the project team comprised of AATC employees and contractual personnel. Responsibilities include overall project governance/direction, implementing course corrections as needed, project monitoring, team integration, change integration, and corrective action as needed.

In addition, the Program Manager will ensure that all deliverables are consistent with standards in the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK).

Responsibilities:
Meets departmental financial objectives and goals in relation to safety, quality, cost, and on-time delivery of services; develops strategic planning, forecasting, organizational planning and development.

Oversee project activities consistent with the 7 knowledge areas including:

Procurement Management – consisting of procurement planning, contracts planning, authoring solicitations, evaluation, requesting solicitation responses, selecting contractor(s), administering contract(s), and contract(s) closing activities.

Schedule Management – consisting of activity definition and sequencing, resource estimating, duration estimating, schedule development, and schedule control activities.

Integration Management – consisting of project plan development, project plan execution, and integrated change control activities.

Scope Management – consisting of project initiation, scope planning, scope definition and scope change control activities.

Cost Management – consisting of resource planning, cost estimating, budgeting, and cost control activities.

Risk Management – consisting of risk management planning, risk identification, risk quantitative and qualitative analysis, response planning, monitoring, and control activities.

Quality Management – consisting of quality planning, quality assurance and quality control activities.

Functions as a liaison between AATC leadership, project stakeholders and the Department of Aviation.

Assists in the development and implementation of project management internal controls, fiscal control, planning, forecasting and effective utilization of assets and facilities.

Maintains compliance with all Central Passenger Terminal Complex (CPTC) lease and regulatory requirements.

Reviews and approves expenditures within specified budgetary guidelines. Negotiates and/or evaluates contracts and makes recommendations.

Ensures that the project team collects, organizes, stores, and manages project documents in a central repository. Includes maintaining current and archival files (electronic and paper), collecting and distributing information to and from stakeholders, and entering updates into agency internal weekly status reports and project tracking systems.

Builds and maintains relationships with key project members to obtain commitment of necessary program and project resources, identifying appropriate resources needed, and driving successful completion of deliverables.

Proactively apprises management of issues effecting program status and offers solutions to solve the issues. Resolves conflicts with affected management.

Qualifications and Requirements:
Bachelor’s degree in Architecture, Building Construction, Engineering, Business, or related field.

5 years’ experience for a major commercial construction contractor or for a commercial building maintenance program, or comparable position.

3 years’ experience in increasing authority and responsibility, supervising employees involved in project management.

Project Management certifications such as Project Management Professional (PMP) or PMI Agile Certified Practitioner (PMI-ACP).

Certification/licensure in the Facility Management or Facility Maintenance is a plus.

Substantial skills in contract management and negotiation; vendor coordination; advanced conflict resolution; project management; analysis and problem solving; process and quality management.

Must be able to pass requirements for approval for an ATL badge with customs seal. This includes a 10-year background search by finger print analysis.

Success Characteristics :
Highly proficient in Microsoft Office software, Access, Excel, and PowerPoint.

Self-motivated with the ability to drive projects to completion.

Quantitative and analytical skills with an aptitude for problem solving.

Superior project management skills, including the ability to execute and prioritize a number of tasks simultaneously.

Ability to foster collaborative relationships among Department of Aviation leaders, Airlines and AATC leadership.

Ability to create structure and direction when requirements are vague and scope is unclear.

Excellent time Management, communication and organizational skills.

Ability to work in a fast-paced environment, handling various tasks and changing priorities, while maintaining a high attention to detail and accuracy.
