Procurement Representative

North Wind is currently seeking two (2) Procurement Representatives to support a large project in the Richland, WA area.

The Procurement Representative will contribute to the overall goals of the project and client by supporting the procurement needs of the organization through market research, establishing a supplier database, implementing acquisition plans and competing all procurements on an annual basis. This entails working with the organization in following established guidelines and utilizing procurement systems and procedures to provide transparency and best value procurements. The Procurement will perform:

  • Support inventory maintenance and tracking of all necessary supplies, material and equipment
  • Facilitate and implement acquisition plans for all functional areas.
  • Support market research and delivery conditions to determine available suppliers or vendors
  • Establish and maintain supplier database of pre-qualified responsible suppliers
  • Prepare and issue requests for quotes to suppliers in accordance with Government regulations and policies/procedures.
  • Evaluation of suppliers proposals
  • Conduct cost and price analysis.
  • Negotiate pricing and terms/conditions with suppliers
  • Award and Issue Purchase Orders with all the applicable clauses, flow-downs, specifications and project specific requirements
  • Ensure timely deliveries of supplies and materials
  • Facilitates and monitors the purchasing requisition system in accordance with procedures
  • Support and maintain vendor relations/performance to facilitate quality, service, price and delivery objectives
  • Address vendor discrepancies related to shortages/overage/quality issues for corrective action-disposition
  • Address purchasing inquiries and status and effectively communicate process and system requirements
  • Provide Procurement support in most cost effective manner
  • Support quality related purchases
  • Assist with reporting, tracking costs, cost transparency and identifying market trends
  • Performs close-out activities
  • Prepares, organize and maintains procurement records and files documenting supplier performance and compliance.
  • Qualified candidates will meet the following requirements:

    High School Diploma or equivalent. College degree preferred.

    Relevant Purchasing or Subcontract Administration Experience.

    Basic knowledge of standardized purchasing regulations (FAR/DFAR), policies, and procedures; established commodities and markets; and common business practices to make purchases involving commercial and government requirements and average complexity.

    Knowledge of solicitation and purchasing methods, and to make noncompetitive open market purchases, purchases under established contracts, or competitive open market purchases.

    Knowledge of frequently used and easily understood regulations, such as those related to required sources, the use of mandatory schedules, or ordering and documentation procedures for routine purchases, to ensure regulatory compliance throughout the purchasing process.

    Demonstrated administrative and organizational skills. Demonstrated oral and written communication skills. Ability to obtain limited access to government sites, if necessary.

    Procurement Experience with government contracts/subcontracts a plus.
