Washington County, located in West Bend Wisconsin, has an exciting opportunity as a full-time Planner. Under the general direction of the Planning and Parks Deputy Director, this position is responsible for assisting in a variety of professional planning duties related to long-range planning, land use, land division, brownfields redevelopment, grants, non-metallic mining, ordinance updates, research, analysis and other projects as assigned.


Salary Range: Qualifying cadidate will be placed within Tier 1 based on expertise and expereince.

Duties/Responsibilities:


The following duties are normal for this position. These are not to be construed as exclusive or all‑inclusive. Other duties may be required and assigned.

  • Performs research, planning, and technical analysis for planning projects and prepares reports and studies including the compilation and analysis of demographic, land use, social, economic, housing, transportation and other data for County planning purposes. Interprets and applies local, state and federal laws and administrative rules as necessary for project review and completion.
  • Assists in preparing short-range plans, studies, and reports on a variety of projects, presenting results as requested to official bodies, committees and citizen groups, attending evening meetings as needed.
  • Assists in preparing long-range plans and plan updates for the Multi-Jurisdictional Comprehensive Plan, Park and Open Space Plan, Farmland Preservation Plan, Bike and Trail Network Plan, Land and Water Resources Management Plan, etc. including facilitating public engagement.
  • Assists in the review of proposed land divisions and enforcement of County Land Division Ordinance – Chapter 257 including determining compliance, coordinating site visits, preparing committee reports, and meetings with developers, local government officials and the general public.
  • Assists in the enforcement of the County Non-Metallic Mining (NMM) Ordinance – Chapter 265 including review of permits, reclamation plans and financial assurance to determine compliance, coordinating site visits and annual inspections, preparing committee reports and meetings with NMM operators, local government officials and the general public.
  • Assists in the implementation and coordination of the County Brownfields Site Redevelopment Program including budget preparation, project tracking, reviewing invoices, grant writing and administration, preparing required reports, and staff support to the Site Redevelopment Committee.
  • Assists in providing staff support and coordination to various advisory committees and other governmental bodies engaged in making decisions affecting position responsibilities including preparing agendas, minutes, committee coordination and responding to questions as necessary.
  • Serves as backup for basic clerical support functions as needed. Directs callers and walk-in visitors providing assistance for land use permits, park permits and other department wide programming.
  • Performs other duties as assigned, including responding to an emergency event.

    Works under the general direction of the Planning and Parks Deputy Director.


    Supervision Exercised:

    None.


    Decision Making:

    Decisions are made independently concerning research and analysis of information and data, development of planning documents, studies, coordinating public engagement efforts, etc. Recommendations are made to the Deputy Director concerning grant applications, ordinance changes, etc.


    Interaction:

    There is interaction with other County Departments, local municipal officials, state and federal agencies, SEWRPC, special public interest groups, developers, engineers, surveyors, and the general public.


    Essential Knowledge and Abilities:

    Considerable knowledge of the principles and practices of planning and zoning and the ability to interpret local, state and federal laws and administrative rules. Knowledge of the principles and techniques involved in the development and maintenance of comprehensive plans and other long-range plans. Knowledge and use of statistics and Geographic Information Systems (GIS). Ability to read plans and specifications, evaluate and interpret surveys and engineering studies, prepare accurate detailed written reports and interact effectively with various key stakeholders.

    Excellent interpersonal skills and ability to communicate effectively orally and in writing with committees, professional groups, and the general public with the ability to facilitate public engagement events. Ability to effectively manage numerous projects or issues simultaneously which often involve tending to significant details while meeting firm deadlines. Ability to work independently or in a team environment. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualization, memorization).


    Training and Experience:

    Bachelor’s Degree in Regional, Urban or Environmental Planning or related field, plus one year of experience in a related field required. Must possess a valid driver’s license. Desired qualifications include a Master Degree in urban, community or regional planning.
