Payroll Specialist – Part-Time

The Payroll Specialist is responsible for administering payroll, ensuring accurate and timely compensation for all employees as well as payroll liabilities, quarterly reports, and W-2 forms. The Human Resource department collaborates in the management and maintenance of the Payroll/HRIS systems to ensure employee benefit and compensation programs are administered in a manner prescribed by legal requirements and in keeping with the organization’s shared values. The incumbent also assists with payments to vendors and serves as primary liaison to Local Government Information Systems Association (LOGIS) concerning payroll/HR system management and maintenance.

Essential Functions:
Administers payroll processes.

Create and update payroll records and master files;

Verify and correct employee timecards and enter data, reviewing for completeness and accuracy;

Process and disperse payroll checks and direct deposit advices;

Maintain records and establish proper deduction amounts, accrual schedules for paid leave, PERA eligibility and enrollment, direct deposits, retro pay and other adjustments;

Maintain employee bank accounts/direct deposit accounts and filing;

Serve as an expert resource to employees, answering complex questions and identifies and solves problems regarding payroll and payroll reports.

Ensures accurate payroll processing and legal compliance.

Audit codes payments to appropriate departments and processes withholding to appropriate agents;

Audit and reconcile payroll to financial system;

Reconcile payroll and vendor payments for HSAs, FSAs, charitable contributions, deferred compensation, and other payroll deductions;

Ensure compliance with union contracts and employment law regarding FLSA, minimum wage, worker’s compensation, unemployment, etc.;

Audit, track, and document part-time employee hours annually in accordance with the City’s Measurement Period to ensure compliance with the Affordable Care Act.

Assists with auditing City benefits.

Audit new employee and open enrollment elections along with HSA and FSA contributions during payroll processing, checking for accuracy;

One of the primary contacts for the City’s deferred compensation;

Collaborate with Benefits Specialist on calculation and tracking of leave time in conjunction with Worker’s Compensation and Short-term Disability payments;

Update Worker’s Compensation rates and experience rating annually, and works with Worker’s Compensation auditor each year in preparing and gathering all necessary documents and reports, responding to additional requests from the auditor as needed.

Maintains current knowledge of employment laws, policies, procedures and best practices related to the administration of payroll including monitoring legal updates and partnering with government entities and specialists (i.e. PERA, IRS).

Conducts written and verbal employment verification as requested, maintains compliance with Data Practices Act.

Works with vendors to ensure efficient operations of the City’s payroll system, troubleshooting as necessary, and ensuring proactive communication on system issues or outages.

Manages payroll and HR information systems to ensure the accuracy and integrity of data.

Compiles reports for internal use and other departments as requested, as well as for government agencies such as unemployment compensation, census and State audit.

Handles quarterly and year-end tax filings; completes and distributes W-2 forms.

Assists and works with employees and managers on payroll-related questions, issues, or requests.

Provides ESS timekeeping support and training;

Works with managers and employees weekly on payroll questions and requests;

Ensures adherence to payroll-related City policies by educating and training supervisors and employees;

Work with hiring managers and Staffing Specialist on obtaining necessary payroll-related information/documentation needed for new hires and rehires.

Performs other duties and activities as assigned.

Qualifications:
Minimum Qualifications:
The job requires two years of advanced education/training in Accounting, Payroll, Finance, Human Resources or related/equivalent, plus two years of experience in payroll.

Desired Qualifications:
Certified Payroll Professional (CPP) is preferred. Previous experience with payroll processing for a City, County or Government agency is desirable.

Supplemental Information:
This is an extended part-time position that will work approximately 30 – 39 hours per week.
