Requirements (Education, Experience, Licensure, Certification):

Bachelor’s degree in accounting, financial or business administration

5 years experience which demonstrates an advanced knowledge of governmental accounting and purchasing, with a thorough knowledge of human resources and information systems administration

The above degree may be substituted with equivalent combinations of education and/or experience

Preferred Qualifications:
Master’s Degree in Public Administration, Business Administration, or Accounting

Knowledge of Archibus and Performance software

Experience in Microsoft Office (i.e. excel, word, etc.)

Job Duties (Summary):
Manages the daily operations and administrative functions for department to include overall responsibility for two or more of the following functional areas: financial management, purchasing/procurement, human resources, and information technology/systems administration; supervises the preparation of payroll documents, prepares and maintains required fiscal and personnel records (e.g., timekeeping, payroll, pay adjustments, BOMA, MAXIMUS, state mandated records, etc.); merit pay administration, systems administration, budget development, and financial transaction processing; makes purchasing decisions in areas of responsibility, reviews purchase requisitions; determines appropriations, assigns index and object coding; ensures that procurement documents have the necessary signature approvals; supervises the verification and/or audit of procurement documents; coordinates the preparation of various local, County, State and Federal reports.

Supervises departmental staff responsible for fiscal, human resources, and/or accounting functions; schedules and assigns work assignments, evaluates performance, recommends discipline, ensures department operations are managed efficiently and accurately; provides supervision, guidance and training; performs work of subordinates in his/her absence.

Responsible for all fiscal activities and operations of the department; maintains complete and accurate records of the department’s financial transactions; prepares and coordinates the department’s budgets (i.e. operations, IT, vehicles, capital); verifies appropriations; reviews expenditures for compliance with budgetary limitations; responsible for the collection and reporting of department revenues; authorizes daily pay-ins; oversees deposit of funds with the County Treasurer; reviews financial documents to ensure compliance with procedures and regulations; responsible for the reconciliation of financial reports for County and State agencies; prepares budget request and projections; controls fiscal accounts to ensure budgetary compliance; ensures departmental staff adherence to fiscal policies and procedures; coordinates contract and grant application/preparation.

Researches, compiles and analyzes data; audits internal records and documents; maintains inventories; maintains accurate files; provides technical information; prepares various reports from operational, capital, financial, statistical and personnel documents; handles information of a sensitive or confidential nature.

Coordinates and ensures maintenance of agency wide inventory control system; submits inventories to County Commissioners and County Auditor; co-administers central purchasing functions including the purchasing of equipment and supplies, etc.; coordinates travel and hotel reservations including preparing and submitting travel vouchers; maintains all training records.

Serves as agency representative during fiscal audits; serves as liaison between agency and other governmental agencies in matters related to fiscal procedures and activities; provides cash flow information for all programs and locations upon request; consults with, advises and monitors performance of contracting agencies with regard to fiscal and budget matters.

Demonstrates regular and predictable attendance

Attends meetings and in-service training sessions as required; may act as department notary; performs other related duties as required.
