.Net Developer (ITS5)

Position Overview

This position serves as an expert-level .Net Developer (ITS-5). This position will provide leadership and technical expertise in application programming and analysis for the MERIT team. This position will be responsible for designing, developing and integrating various applications in support of the Early Start Act as well as the Enterprise Data Governance Analytics and Reporting system (EDGAR). This includes, but is not limited to, Early Achievers, Professional Development and other IT systems as they relate to early learning programs in our state. This position will work closely with the DEL appointed project manager and business analyst in developing and executing a work plan based on the needs of the business. This position provides the highest level of technical support and database knowledge for the MERIT team and ensures that security best practices are met and implemented.

Key Responsibilities

Primary job duties include, but are not limited to:
Design, develop, analyze and maintain the MERIT web application, web services and console applications.

To provide business users with a system to document and recognize the professional achievements of early care & education and school-age professionals in the State of Washington.

MERIT Data Integration

Design and develop the relational data sources used throughout the MERIT application, responsible for handling the storage, organization and security of information contained in the MERIT relational database systems. This position will be responsible for testing, debugging and troubleshooting complex database or data issues.

Research & Analytics

Independently produce reports and analytics on key program data that contribute to the outcomes of the MERIT program and all associated data systems.

Following the Agile process

A collaborative and cooperative approach between all stakeholders.

Required Qualifications

Bachelor Degree or higher in Computer Science or closely allied field including 9 semesters hours or 15 quarter hours in computer science courses from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.

OR

Four (4) years of experience in each of the following, which can be concurrent with other IT experience

Programming in c# .Net, ASP.NET and MVC or similar design patterns

Using Microsoft Entity Framework for data access

Using client-side scripting technologies to improve user experience

Ability to translate a data model or logical database design into an actual physical database implementation and to manage that database once it has been implemented.

Experience in data security to ensure that only authorized users have access to data.

Experience in performance management and tuning.

Effectively identify critical information for data analysis.

Modeling, normalization and conceptual and logical design.

Conduct requirements definition sessions with program staff in order to understand their business/data needs.

Experience in requirements elicitation, documentation, and other business analysis tasks and methodologies.

Demonstrated expert-level skills and abilities in SQL Server Database development. Including:

T-SQL programming: stored procedures, reports, or ad hoc queries.

A minimum of 4 years’ experience in application development experience using Visual Studio C# ASP.NET, and working with Entity Framework technologies.

Experience in analysis and design.

Desired Qualifications

Experience working with Octopus Deploy

Experience with Jquery, knockout, Automapper, Ninject, Datatables.net, Bootstrap

Experience working with contracted developers

Knowledge of the DEL programming framework and patterns

Experience in SCRUM, Agile, and iterative development processes.

Supplemental Information

This position is covered by a Collective Bargaining Agreement with the Washington Federation of State Employees (WFSE) which contains a “union security” provision.
