MassHealth Accounts Payable Specialist

The Executive Office of Health and Human Services is seeking qualified candidates to fill the role of MassHealth Accounts Payable Specialist. Under the supervision of the MassHealth Accounts Payable Supervisor, the selected individuals will perform various accounting activities. As members of a professional team, the coordinators will interact with staff throughout the Executive Office of Health and Human Services, employees of the Commonwealth’s oversight departments, individuals from other state agencies, vendors, and MassHealth providers and members. The coordinators will be assigned duties including, but not limited to, the following:

Duties/Responsibilities:
Utilize and maintain MassHealth accounts payable Access databases, including uploading weekly reports, importing and exporting data, correcting errors and running queries.

Create, maintain and distribute daily, weekly, monthly, quarterly and ad hoc MassHealth reports for program and budget staff. Analyze data to ensure accuracy.

Process MassHealth manual check requests as needed from program staff. Research the proper payee in MMARS, enter data in MMARS, or manually process in the check writing program.

Work with MassHealth vendors and EHS program staff on banking related issues, such as stop payments, cleared check confirmations, and check reissues.

Monitor timelines, issue scheduled checks from the check writing program as requested by vendors and/or EHS staff, and distribute to appropriate contacts/departments. Download and reconcile check register.

Research unclaimed property requests in various systems to determine payee eligibility. Obtain approval to re-issue payment and forward to Treasury.

Process daily undeliverable MassHealth returned checks, and organize and provide copies to program staff and the vendor. Update Access database to ensure accurate records. Proactively follow up with program staff and the vendor for address corrections.

Preferred Qualifications:
Excellent computer skills including Microsoft Office – Word, Access, Excel, Outlook, and other query tools, including SQL.

Working knowledge of the Massachusetts Management Accounting and Reporting System (MMARS).

Working knowledge of Medicaid Management Information System (MMIS).

Working knowledge of the Commonwealth Information Warehouse (CIW) or other data warehouse solutions.

Enthusiasm to cross train with other MassHealth individuals.

Ability to work independently to accomplish tasks.

Ability to work with other team members in a dynamic work environment.

Ability to work with multiple and changing priorities.

Excellent communication skills – both verbal and written.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor’s degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
