Manager, IT Program Management

The IT Program Management Office primarily is responsible for ensuring successful execution and management of the IT projects and programs across cross-functional business units and IT. PMO ensures projects remain on-time, on-budget and deliver expected results.

The PMO Manager will be responsible for managing the PMO Team and for providing strategic guidance to Program Managers to ensure that all programs deliver the desirable outcome to our organization.

This position will develop & maintain an in-depth understanding of Business priorities, Business portfolio strategy, and the supporting IT strategies. The manager will manage the IT project portfolio in accordance with PMO guidelines to minimize investment risks and guarantee successful IT project implementations within scope, budget, and schedule. The manager will be accountable for effective communication and escalation, if needed, of the IT project portfolio. The individual must champion the strategy and vision of the IT Program Management Office while closely partnering and managing relationships with IT and Business Leaders. PMO Manager will provide regular and formal PMO updates/dashboards to stakeholders and senior management regarding status of all projects/programs. PMO Manager is responsible for facilitating and driving process creation and improvement in regard to PMO processes and methodologies.

The PMO Manager will be responsible for the quality and timely project delivery by the PMO Team while building & strengthening the IT PMO Organization. The PMO Manager will manage associates, including: recruitment, selection and retention of talent, training and development plans, coaching, team evaluation, managing work assignments, and monitoring work performance.

Organization:

Reports to Sr. Director of IT Program Management. Has direct reports.

PRIMARY DUTIES AND ACCOUNTABILITIES

Administration & Management

  • Direct daily activities of program managers; provide project management & business requirements guidance and consulting.
  • Responsible for recruiting, hiring, orientation, development, evaluation and disciplining of associates. Develop career path for associates.

Process Improvement

  • Responsible for facilitating and driving process creation and improvement in regard to PMO processes and methodologies.
  • Collaborates with the team to develop and maintain standards and best practices, policies & procedures for the IT PMO.
  • Tailors generally accepted practices to successful completion of projects/programs
  • Drives process improvement and improves the process efficiency
  • Manages, obtains alignment and communicates PMO processes throughout the organization

IT Project Management

  • Manage business & IT relationships to ensure clear communication and understanding on progress and priority of all IT related projects.
  • Provide regular and formal PMO updates/dashboards to stakeholders and senior management regarding status of all projects/programs.
  • Accountable for effective communication and escalation, if needed, of the IT project portfolio changes.
  • Responsible, directly and through subordinates, to create, manage and communicate schedules, project budgets and any deviations for IT projects.
  • Track, communicate and resolve project related issues. Escalate issues in a timely and thorough manner.
  • Lead post-implementation audits on large IT business projects.

SKILLS, EDUCATIONAL BACKGROUND AND EXPERIENCE

  • Bachelor’s degree or equivalent years of experience in project/program management
  • 7+ years’ experience in program management and 2+ years of staff management experience.
  • (PMP) Project Management Professional or (CSM) Certified Scrum Master is preferred
  • Experience in managing Waterfall, Iterative Development or Scrum/AGILE projects and programs.
  • Proficiency with MS Office Suite, (including Project, Visio, Word, Outlook, PowerPoint, and Excel)
  • Thorough knowledge of project management and portfolio management best practices
  • Excellent communication and organization skills.
  • Strong interpersonal and collaboration skills
  • Ability to be flexible, set priorities and meet deadlines in a changing environment for self as well as the Team
  • Skilled in designing and implementing processes
  • Strong skills working with development tracking tools and time reporting tools
  • Strong organizational, time-management and analytical skills
  • Strong presentation and facilitation skills
  • Ability to drive results in a team-oriented environment and work independently
  • Experience presenting to executive management
  • Excellent verbal, written, analytical, organizational, leadership and management skills
