IHRC, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of IHRC, Inc., and will be assigned to the Meningitis and Vaccine Preventable Diseases Branch (MVPDB), Division of Bacterial Diseases (DBD), National Center for Immunization and Respiratory Diseases (NCIRD) at the CDC, 1600 Clifton Road, Atlanta, GA, to provide scientific and technical support for the MVPDB.


SCOPE OF WORK

The Laboratory Data Manager I will provide epidemiological data management support for the Meningitis and Vaccine Preventable Diseases Branch (MVPDB).


MAJOR DUTIES AND RESPONSIBILITIES

  • Provide data management and programming support for the design, implementation and maintenance of new or existing data management systems.
  • Provide data management and analytical support for ongoing Enhanced Pertussis Surveillance (EPS) and special studies conducted within the EPS network.
  • Provide data management and analytical support for National Notifiable Disease Surveillance (NNDSS) data.
  • Develop and maintain programs for data cleaning and standardized report generation. Monitor data quality and completeness to ensure high data quality standards.
  • Create and maintain system and database documentation.
  • Provide technical assistance, consultation and guidance for IT and data management related activities.
  • Analyze and interpret data for routine report generation.
  • Ensure that all laboratory and epidemiological surveillance databases can be linked by key variables.
  • Proactively monitor and assess surveillance databases for necessary modifications in response to evolving data complexities.
  • Facilitate communication among laboratory scientists, informaticians, and epidemiologists to ensure data are accurate and accessible.
  • Support CDC’s ongoing NNDSS Modernization Initiative (NMI) efforts by reviewing HL7 message guides and responding to state partner technical support needs.
  • Serve as DBD lead for developing critical data provisioning procedures that will facilitate notifiable disease surveillance data analysis at the branch, division, and center levels.
  • Collaborate with center programmers and informaticians to ensure receipt of H. influenza, N. meningitidis, and B. pertussis laboratory result data from two Association of Public Health Laboratories (APHL) Vaccine Preventable Diseases References Laboratories.
  • Provide programming support, as needed, for data management, statistical, and epidemiologic analyses.
  • All duties will be performed while maintaining the security of network databases.
  • Participate in outbreak responses in the field as needed.
  • Participate in periodic site visits to surveillance and study sites.
  • Participate in regular conference calls with site surveillance personnel.
  • Travel domestically and internationally as needed, to complete the above duties and responsibilities.

MINIMUM QUALIFICATIONS


Education and Experience:

  • Master’s Degree degree in public health, epidemiology, computer science, biostatistics, biological sciences or a field related to the requirements of the position.

Required:

  • Demonstrated experience with a broad range of laboratory data management and analysis skills and working with a multidisciplinary team.
  • Experience with SQL coding and management of complex relational database.
  • Experience working with statistical software such as SAS, R, Stata, or similar software.
  • Proficiency with Microsoft Access and Excel.
  • Experience developing HL7 test messages, test plans, and test scenarios and supporting project team with implementing test and documenting test results.
  • Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities.
  • Strong interpersonal skills required to work within a multidisciplinary team.
  • Ability to work independently and yet maintain the flexibility to respond to requests for support of ongoing projects.

Desirable:

  • Experience working in a similar capacity in a public health setting.
  • Working knowledge of HL7 vocabulary, Clinical Data Architecture (CDA) structure and segments.
  • Experience working on health related projects using HL7 messaging assisting with system and user acceptance testing efforts.
  • Proficiency with aligning HL7 requirements with national and industry standards and best practices.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English
