IHRC, Inc. provides scientific, information management and administrative program support to various Centers, Institutes and Offices of the Centers for Disease Control and Prevention (CDC) under several contracts. The successful candidate will be assigned to work at the CDC, 2400 Century Center Blvd., Atlanta, GA, to provide support for Public Health activities.

SCOPE OF WORK:

The Web Developer III will independently provide development support for Internet, intranet, and SharePoint.

MAJOR DUTIES AND RESPONSIBILITIES

  • Ensure the operability or all Division of Laboratory Systems (DLS) electronic communication and data platforms including internet, intranet, and SharePoint
  • Assist in compiling visit counts of all DLS web-based platforms
  • Develop DLS internet sites/pages as needs and priorities change in the Division within a reasonable time frame as described by the Associate Director for Communications (ADC)
  • Assist in website architecture and content management for all DLS internet sites
  • Develop graphical user interfaces for web-based systems that supports various projects in the DLS
  • Support all phases of web development from evaluation, analysis, and design to development and subsequently ongoing maintenance and support
  • Provide programming support using standard approaches for DLS websites, blogs, SharePoint and email listservs (e.g., GovDelivery notifications)
  • Produce the deliverables required by written specifications and in accordance with CDC’s Web Content Accessibility Guidelines (WCAG) and Section 508
  • Close caption all videos and videos utilized externally to comply with WCAG and Section 508
  • Provide expertise in the design and layout of graphical fact sheets, newsletters, and communication materials, as well as user interfaces in the MS.Net development environment
  • Work with a variety of multi-media such as flash animation and various players
  • Create and update web pages using CDC’s customized Percussion and WordPress Web Content Management System (WCMS) while leveraging the CDC templates to realize designer mock-ups, using HTML, CSS, and JavaScript
  • Stay updated on new tools and leverage available resources – e.g. attend training, review user documentation, review past support tickets & responses
  • Create functional HTML prototypes based on design mock-ups
  • Translate mock-ups into clean code, adhering to coding standards, approved templates, and style guidelines
  • Make use of HTML, XHTML, HTML5, CSS, JavaScript, JQuery, and MS .Net to fix site issues
  • Keep up-to-date on Section 508 accessibility requirements and ensure all web pages and web files are compliant
  • Ensure new pages meet standards for device and browser compatibility
  • Create and optimize 508 compliant images and PDFs for the web using Adobe Creative Suite (Photoshop, Illustrator, Fireworks, and Acrobat)
  • Migrate existing web content from old to new templates and implement template upgrades. Deploy new sites using current template, including configuration of associated files (navigation, heater, footer, etc.)

MINIMUM QUALIFICATIONS

Education and Experience:

  • Degree in relevant field with a minimum 5 years of Web Development experience, including using the tools and technologies specified in the above MAJOR DUTIES AND RESPONSIBILITIES Section
  • A minimum of 8 years in lieu of degree
  • Minimum of 2 years developing in compliance with Section 508 or ADA accessibility requirements, graphic design, responsive design, search engine optimization, etc.
  • Web development experience in CDC or other Federal sector desirable, but not required
  • Another desirable quality for alternative assignments is development in a Java environments using REST
  • Ability to work in a dynamic team environment
  • Ability to respond effectively to changing events and competing priorities

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English

  • Must be United States citizen or permanent resident or have authorization for employment in the United States
