Juvenile Center Supervisor – 3rd Shift

Waukesha County Health and Human Services Department has an opportunity for a talented professional to serve as the Juvenile Center Supervisor on 3rd shift at its Juvenile Center.

The Supervisor provides supervision to the staff assigned to the Waukesha County male secure detention facility and performs after hours juvenile intake.

Work Hours: 3rd shift, with off days on Tuesday and Wednesday.

Under direction, to assist with the operation, planning, coordination, implementation and supervision of the activities of the County’s secure detention facility; to perform custody intake duties; and to perform other duties as required.

EXAMPLE OF DUTIES:

  • Participates in developing and implementing policies, procedures, rules and regulations as dictated by the Department of Corrections, Administrative Codes and Juvenile Code for secure detention.
  • Performs custody intake duties and determines the legal and proper action to be taken which results in the release, detainment or placement of the juvenile.
  • Assigns, instructs, trains, evaluates and supervises employees in the performance of their duties; and handles other personnel related activities.
  • Makes written recommendations on the placement of juveniles to officers of the Court, social workers, and other professionals.
  • Advises and assists law enforcement officers, social workers, and other government agency personnel on legal procedures relating to the taking and holding of juveniles into custody under Chapter 48 and 938 of the Wisconsin Statutes and other related laws and regulations.
  • Refers reports of child abuse and neglect or mental health emergencies to crisis intervention worker to investigate.
  • Enforces applicable rules, regulations, codes, and statutes under the scope of the Juvenile Justice Code.
  • Provides crisis counseling to the residents of the facility and their parents or guardians.
  • Administers prescribed medications and basic first aid as necessary and maintains accurate documentation.
  • Conducts disciplinary hearings of secure detention residents in accordance with Chapter 346 of the Wisconsin Administrative Code and makes the final decision on the discipline administered.
  • Reviews and approves requests for contacts with the residents.
  • Schedules staff on a daily basis to ensure mandated coverage levels.
  • Monitors and operates electronic security and surveillance equipment in secure detention to observe, control and adjust resident behaviors as necessary.
  • Contacts family members, social workers and other staff to inform them of the status of juveniles in the facility.
  • Assists in planning recreational, educational, and other facility programs, monitors and supervises the programs in progress.
  • Performs emergency government duties as assigned in event of Waukesha County Emergency Government declaration.
  • Performs other duties as required.
  • QUALIFICATIONS

    Essential Knowledge and Abilities

  • Considerable knowledge of the operation and purpose of a shelter care and secure detention facility and of related care, treatment, recreational, and security programs used at such facilities.
  • Considerable knowledge of the federal, state, and local laws, rules, and regulations governing the secure and non secure detention of juveniles.
  • Considerable knowledge of interviewing and crisis counseling techniques.
  • Considerable knowledge of supervisory principles and practices.
  • Working knowledge of the basic principles of first aid and medication administration.
  • Working knowledge of computerized department program software, including electronic health record, Internet access, and database, spreadsheet and word processing programs.
  • Working knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996.
  • Ability to utilize word processing, database and spreadsheet programs.
  • Ability to establish and maintain effective working relationships with residents, families, the public, and other staff personnel.
  • Ability to effectively interact with sensitivity with persons from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds, and persons of all ages and lifestyles.
  • Ability to interpret and apply agency rules, directives and policies, federal, state and local laws, rules and regulations to the facility.
  • Ability to detect and recognize potentially hazardous situations and take immediate appropriate action.
  • Ability to physically restrain residents to ensure the safety of all concerned.
  • Ability to handle difficult situations occurring in the facility within mandated legal and procedural guidelines.
  • Ability to document resident behaviors, maintain accurate records and prepare and present verbal and written reports.
  • Ability to effectively supervise, assign, coordinate, and evaluate the work of other employees.
  • MINIMUM QUALIFICATIONS:

    You must meet these minimum Training and Experience requirements:

  • Graduation from a recognized college or university with a bachelor’s degree in social work, psychology, sociology, or closely related field.
  • Two years of responsible work experience in social work, counseling, corrections or closely related field.
  • SUPPLEMENTAL INFORMATION:

    Successful candidate must possess excellent communication, organization, problem solving and interpersonal skills.
