IT Specialist II (System Administrator)

Contract Labor Category: IT Specialist IIObjective: The primary purpose is to augment existing staff levels to support critical areas within Configuration Management, Project Management, Systems Administration, and Technical Writing. Additional staffing is required to support information security technical and administrative support services to assist the Department of Commerce Office of the Chief Information Officer Office of Information Technology Services (OITS) with fulfilling their mission in maintaining operational services for the HCHB.Overview: Manages IT automated systems for implementation and operations and maintenance.Work with supported organizations to define requirements and service level agreements (SLAs)Analyze and diagnose difficult and medium to complex hardware, software, systems and business processes and other workflow problems that are reported by users within supported organizations pertinent to a wide variety of applications, operating systems and IT equipment and then oversee or develop the proper work instructions in accordance with policies, standards, and approvals.Typically reports to a project leader or manager.BS/BA degree in a related area (or equivalent), and more than 4 years of experience in the field or in a related area.Core RequirementsThe systems administrator shall be responsible for the following tasks: Architect, configure and maintain the complex IT workstations, mobile devices and peripherals related to support of the LAN.Provide PC workstation image build, architecture and engineering support for customer applications, system interoperability and security.Analyze workstations, applications and network systems to plan, design, evaluate, and select operating systems and Desktop compatible components/peripherals.Develop and implement Standard Operating Procedures (SOPs).Establish secure computing environment by designing system configuration; directing system installation; defining, documenting, and enforcing systemstandards as they relate to the customer’s desktop and mobile computing environment. This includes conducting site surveys, project meetings, installation and post-installation issues.Provide support for account creation and deletion.Maximize effectiveness of the workstation and mobile computing environment by monitoring performance; troubleshooting operational problems and outages; scheduling upgrades; collaborating with the Help Desk Manager and the COTR on process optimization.Provides services for new PC installations and deploymentsPerform support for NOC/SOC mitigation vulnerabilities and conduct system updates.Provide architecture and engineering support for customer applications, system interoperability and security.Analyze applications and network systems to plan, design, evaluate, and select operating systems and Desktop compatible components/peripherals. Responsible for assisting the Senior LAN Administrators with capacity planning, configuration assessment of workstations, laptops, mobile computing, NAS/SAN storage and other communications and peripheral devices.Provide support for new technologies to ensure interoperability with the LAN.Provide support of LAN equipment during outages, maintenance windows and equipment relocation.

This task is usually performed after hours.Maximize effectiveness of the LAN environment by monitoring performance; troubleshooting operational problems and outages; scheduling upgrades; and developing processes on optimization.Background: The Office of IT Services (OITS) is the operational division within the Department of Commerce (DOC) Office of the Chief Information Officer. The division operates the computer and telecommunications network and security infrastructure at the Herbert C. Hoover building (HCHB). The HCHB network infrastructure (HCHBNet) provides data, voice,WiFi/wireless, and emergency broadcast services to several Operating Units that reside within DOC headquarters.

Additional services include security monitoring, analysis, and policy enforcement of the network. The Public Address (PA) system support is also provided to the non-renovated sections of the building and is part of this SOW. The renovated sections are supported by a fire alarm system supported by GSA via Building Management that is not part of this SOW. Voice, data and other IT services are also offered to limited users in the Ronald Reagan Building.

Although network services are provided to all tenants residing in the building, desktop support is provided primarily to the Office of the Secretary (OS), Economic Development Administration(EDA), Economics and Statistics Administration (ESA), and the Minority Business Development Agency (MBDA).Location: Department of Commerce, Herbert C.
