This employee is an Investigator for the
Division of Housing, Office of Landlord-Tenant Affairs (OLTA).
The Landlord-Tenant Investigator is responsible for performing a variety of assignments involving the investigation of complex legal issues, the review of cases for jurisdiction, and/or overseeing important administrative or technical functions.
The Investigator researches, analyzes and conciliates landlord-tenant complaints, and ensures compliance with applicable laws and regulations.

Duties include:
meeting with tenants and/or landlords to identify and mediate issues; working sensitively with clients, many of who are in difficult circumstances or in crisis, to gather and evaluate information, documentation, etc.; arranging meetings with all involved to try to conciliate differences and to reach a voluntary settlement if possible; referring clients to County/outside agencies with programs/services beyond those of DHCA for assistance with other problems; analyzing and interpreting records/legal documents, such as leases, contracts, etc.; determining if a violation of either State or County landlord-tenant laws has occurred; interpreting County, State, Federal laws and regulations, court decisions, and Montgomery County Landlord-Tenant Commission administrative precedent cases; drafting findings, conclusions, responses, pre-settlement agreements, decisions and orders, determinations, etc.; providing staff support for the Commission on Landlord-Tenant Affairs (COLTA); providing information to the general public by telephone, in-person, educational/outreach activities, meetings, etc.

The Investigator will work with a wide range of clients from diverse cultural and socio-economic backgrounds.
In addition, the employee will be required to attend evening COLTA meetings and perform other assignments outside of normal work hours as necessary.

Minimum Qualifications

Education (All levels):
Graduation from an accredited college or university with a Bachelor’s Degree.

Experience:

Investigator III
– Four (4) years of experience in an investigatory capacity in landlord/tenant affairs or a related field.

Investigator II
– Three (3) years of experience in an investigatory capacity in landlord/tenant affairs or a related field.

Investigator I
– Two (2) years of experience in an investigatory capacity in landlord/tenant affairs or a related field.

Public Administration Associate
– No experience

Equivalency:
An equivalent combination of education and experience may be substituted.

Preferred Criteria

1. Experience working with County, State, and Federal laws, regulations, court decisions, and issues related to landlord-tenant issues or related fields

2. Experience in the use and application of methods and techniques of fact finding, interviewing, analysis, and resolution of complex problems

3. Experience in handling negotiations

4. Experience working with distressed, agitated, and/or hostile clients

5. Experience in public speaking and making presentations

6. Experience in interpreting data and preparing well written, comprehensive reports/projects

Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either “Qualified” or “Well Qualified.” The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a “Lateral Transfer” candidate and may be considered for interview. Note:
In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates. For “seniority” jobs (as shown in Article 8), resumes will be reviewed and rated by subject matter experts based on the Preferred Criteria.
