    Summary

    You will serve as an INTERDISCIPLINARY SOCIAL ADVOCACY CLINICAL COUNSELOR/SOCIAL WORKER/PSYCHOLOGIST within the Clinical Advocacy Program in the Fleet and Family Readiness Division of NAVAL AIR STATION WHIDBEY ISLAND.

    This is an interdisciplinary position which may be filled by any of the following series: SOCIAL ADVOCACY CLINICAL COUNSELOR (0101), SOCIAL WORKER (0185), or PSYCHOLOGIST (0180).

    Responsibilities

    • You will maintain client records, statistical reports, and other correspondence (e.g. case histories, assessments, progress, summary notes) in compliance with organizational and professional counseling requirements.
    • You will conduct short term and solution focused counseling to serve clients in crisis.
    • You will Identify crisis situations (e.g., suicidal or homicide risk, danger of physical or sexual abuse to family members, increased risk of further family violence) through clinical assessment to provide crisis intervention and safety planning.
    • You will build therapeutic relationships with patients and significant others by assuring client dignity and respect.

    • Occasional travel outside the local commuting area is sometimes required. Incumbent may be required to travel for up to two weeks for the purpose of attending or giving trainings.
    • The normal work environment is in an adequately lighted and temperature controlled office setting or conference room. Work is performed under constant demands to meet deadlines for completion of tasks.
    • Work involves dealing with sensitive, controversial and emotional issues due to the nature of sexual and/or child abuse allegations, suicidal and homicidal ideations and other violent behavior.
    • The work is primarily sedentary but may involve periods of high stress secondary to its varied and complex demands. The regular work performed involves sitting at a desk, sitting in meetings and conferences, and standing when providing training.
    • Incumbent may be required to carry objects weighing up to twenty-five pounds such as a movie projector, files, books, reference material, etc
    • This is a bargaining unit position.

    Qualifications

    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying personal and social problems to independently reach accurate conclusions and to provide appropriate solutions; 2) Clinically responding to the needs of clients in crisis and abuse situations; and 3) Documenting psycho-social assessments, treatment plans, and case review committee reports. NOTE: This information must be supported in your resume to be considered for the position.

    Tier Two Clinical Care Provider: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Must meet all of the following requirements as outlined in SECNAVINST 1754.7A:

    1. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.

    2. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.

    A. Possess at least a master’s degree in one of following clinical fields:

    a. Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree,OR

    b. Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree, OR

    c. Psychology from a doctoral program approved by APA or an equivalent degree.

    Have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience.

    Education

    Applicants applying to the 0101 , Professional Social Science Series must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Completed a behavioral or social science degree, or a degree in a related discipline appropriate to the position being filled.

    OR

    Completed a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    OR

    Completed Four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    Applicants applying to the 0180 , Professional Psychology Series must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Completed all the requirements for a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.

    Applicants applying to the 0185 , Professional Social Work Series must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

    Completed a degree in social work that fulfills all of the requirements for the master’s degree in social work from a school accredited by the Council on Social Work Education.

    OR

    Completed a master’s degree in social work with practicum.

    In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education:

    Completed a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position.

    OR

    Completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position.

    OR

    Completed a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
