Duties and Responsibilities

Consult with, advise, and provide trainings for HR specialists, department personnel, and others in the UH community regarding U.S. immigration regulations and procedures for international employees and scholars.

Advise/assist international employees and visiting scholars in obtaining and maintaining appropriate immigration status for employment/activities in specialized teaching, research, scientific, administrative, professional and technical occupations at UH.

Perform detailed internal business practices and manage cases to ensure filing deadlines, recordkeeping, and reporting requirements are met.

Assist with developing and implementing UH immigration policies and procedures

Prepare nonimmigrant and immigrant petitions and permanent labor certification applications on behalf of international employees.

Liaise with federal government agencies on immigration matters pertaining to UH international employees and scholars

Keep abreast of changes to pertinent UH policies and U.S. immigration laws, regulations, and procedures

Update informational materials as relevant laws, rules, regulations, and procedures change.

Assist with preparing various reports and analyses as needed for UH administration

Act as Alternate Responsible Officer (ARO) for Exchange Visitor Program which allows access in the Student and Exchange Visitor Information System (SEVIS) and ensure that requirements are met to serve as a ARO.

As ARO, review departmental requests for J-1/J-2 sponsorship, use SEVIS and fsaATLAS to issue DS-2019s, advise on regulations, policies and procedures, conduct orientation, other related tasks.

Other duties as assigned.

Minimum Qualifications

Possession of a baccalaureate degree in Education, Business Administration, Social Sciences, Humanities or related field and 3 year(s) of progressively responsible professional experience with responsibilities for immigration services; or equivalent education/training or experience.

Considerable working knowledge of principles, practices and techniques in the immigration services as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with immigration services.

Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Demonstrated ability to operate a personal computer and apply word processing software.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

U.S. citizenship or lawful permanent residence status (required by federal regulations for certification as an Alternate Responsible Officer for the Exchange Visitor Program).

Experience using MS Excel and database programs

Clearance of Criminal History Background Check to comply with Code of Federal Regulations required for employees functioning as an Alternate Responsible Officer for the J-1 Exchange Visitor Program is a condition of employment and continued employment.

Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualifications

Knowledge of UH policies and procedures

Experience in an academic or university environment handling immigration-related matters.

Knowledge of Exchange Visitor Program (EVP) and Student and Exchange Visitor Information System (SEVIS) regulations and procedures.

Experience in responding to immigration questions and propose lawful options to resolve immigration problems.
