Community Outreach Coordinator IV

The Community Outreach Coordinator IV serves as the primary liaison between Community Outreach and Advocacy staff and is responsible for initiating, strategizing, and implementing plans as they relate to the community outreach facets of Public Policy and Compliance matters. Such efforts entail developing strategic plans to outreach to community, mobilizing community, and addressing community concerns, in collaboration and coordination with CO and CE leadership and Public Policy and Compliance.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

  • Community Outreach
  • Applies demonstrated facility with a wide array of laws affecting Native Hawaiians as well as expertise in governmental processes, policy making, judicial matters, private and public-sector advocacy efforts, specific topics of advocacy interest (e.g., water issues, ceded lands, traditional and customary rights, burial matters, etc.), and the roles and individuals involved in such endeavors, to assist with:
  • Developing joint CE and Advocacy strategic plans relative to the community outreach aspects of OHA advocacy efforts, in consultation with CO and CE leadership and Public Policy and
  • Implementing specific strategic plans—in collaboration with the CE Publication Lead, CO Manager, CE Director and Public Policy and Compliance—to internally aggregate, organize, synthesize, analyze, and share information that should be disseminated to Community Outreach staff and Native Hawaiian communities, relative to OHA advocacy efforts. Such sharing of information will involve the COC IV drafting language to translate in layman’s terms appropriate advocacy-related
  • Plans for and develops—in collaboration with the CE Publication Lead, CO Manager, and CE Director—key messaging to the community regarding OHA’s “big-picture,” long-term OHA advocacy
  • Building and maintaining professional relationships with key leadership nodes in the community that are integral for creating a two-way dialogue between the community and OHA, organizing and facilitating meetings for community coalition building and specific OHA goals relative to new or ongoing OHA advocacy efforts. In such meeting facilitation, the COC IV must be able to manage complex interpersonal relationships among meeting participants and situations that could involve emotionally charged
  • Develops and makes recommendations to CO Manager, strategies to be employed by all CO staff to increase the intensity and consistency of Native Hawaiian community participation in policy-making
  • Tracks, monitors, and analyzes legislative activity impacting Native Hawaiians. Serves as the resource person for the CO staff regarding policy-related issues and legislative
  • Prepares plans, reports, and conducts other administrative activities necessary to achieve the goals and objectives of the Community Outreach Program, especially as it relates to OHA advocacy
  • Communicates with the Community Outreach Manager and Assistant Community Outreach Manager on matters of planning or internal policy-making as related to Community Outreach and advocacy issues, in consultation with Public Policy and Compliance.
  • Analyzes and evaluates data gathered or received from community groups and other sources to develop effective recommendations to CO Manager on community outreach plans, projects, resources, opportunities and related activities, relative to OHA advocacy
  • Fully supports in action, language, behavior and performance the priorities, decisions, and directives of the Community Outreach Manager, Community Engagement Director, Chief Operating Officer and/or the Chief Executive
  • Regular attendance on a daily basis is required for this
  • Other duties as assigned by the Community Outreach

MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a bachelor’s degree in communications, public relations, public administration, Hawaiian Studies, Political Science, Anthropology or a related field.

Three (3) years of progressively professional responsible experience in community outreach, legislative research, government affairs, public or private-sector advocacy efforts, or related fields.
