DEFINITION:
Acts as a consultant in a technical and specialized field of information technology.

CLASSIFICATION STANDARDS:
Positions allocable to this class are found only in the Internal Services Department and are distinguished by their responsibility for directing and/or monitoring the work of project teams, acting as consultants to project managers, departmental management, and customer management, or performing technical work in a specialized field of information technology. Positions report to a Section Manager, IT, Systems Programming, or to an Administrative Manager XIII (Division Manager) or higher (Branch Manager).

ESSENTIAL JOB FUNCTIONS:

Acts as a systems developer, administrator consultant to countywide and departmental project managers, project teams, departmental or user management in the highly specialized field of information technology.

Designs, develops, implements, and supports systems, integration and software (e.g., storage projection system, automated provisioning, and server/storage configuration) for large scale, complex systems ensuring that design criteria are compatible with user requirements and have the flexibility to accommodate foreseeable future developments in systems requirements.

Designs, develops, and implements the internal software to display performance data for presentation of existing and new reports.

Analyzes and solves the more complex systems software including system configuration or anomalies and performance or operational problems.

Analyzes systems performance data and projects computer workload capacity analysis and management utilizing commercial products (e.g., Unisphere, SVC, vPlex, Clarity, VMWare vCenter, and UCS Manager) for the purposes of cost recovery, budget, and performance analysis.

Supports and maintains data collection process for performance and capacity planning data repositories.

Prepares and presents ad-hoc, daily, monthly, and yearly data storage and virtual computing environment, resource utilization, trend analysis, and projection report for capacity planning.

Reviews the work of outside vendors to ensure that contract work meets departmental technical and compatibility standards.

Provides technical and operational support in the development of major technical plans for the County.

REQUIREMENTS:

SELECTION REQUIREMENTS:
Two years full-time information systems experience, within the last three years, at the level of Los Angeles County’s class of Principal Operating Systems Analyst* or Principal Application Developer.**

One year of the required experience must have been in the installation, configuration, testing, maintenance, modification, customization, and improvement of operating systems or teleprocessing systems software and access methods for large-scale*** symmetric multiprocessor computer storage systems in a high-availability environment supporting critical online systems and requiring comprehensive change management, problem management, and disaster recovery programs.

SPECIAL REQUIREMENT INFORMATION:

  • Principal Operating Systems Analyst in the service of Los Angeles County is defined as providing technical leadership or supervision of work involving complex operating systems and associated software, hardware, storage and servers, including midrange and virtual computing systems, hosting critical applications in a high-availability environment. These environments require formal change management and problem resolution procedures and comprehensive back-up and recovery solutions.

**A Principal Application Developer in the service of Los Angeles County performs highly specialized and complex information systems analysis and programming tasks and acts as technical expert for development or maintenance of one or more major systems. This position may also function as a lead for application development projects and may supervise lower level application development personnel.

***Large-scale is defined as three or more enterprise storage systems with a combined capacity of a Petabyte.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 – Light. Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.

ADDITIONAL INFORMATION:

EXAMINATION CONTENT:
This examination will consist of an oral interview evaluating the candidate’s technical knowledge and experience, analytical/problem-solving skills, decision-making ability, organizational ability, leadership skills, customer service/interpersonal skills, communication skills, dependability, and adaptability weighted 100%.

Candidates must achieve a passing score of 70% or higher on the interview in order to be placed on the Eligible List.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the Eligible List in the order of their score group for a period of six (6) months following the date of promulgation. Passing this examination and being placed on the Eligible List do not guarantee an offer of employment.

SPECIAL INFORMATION:
A thorough background investigation (including fingerprint search and reference verification) will be required of candidates. Candidates who are found to be unsuitable for employment as an IT Specialist, ISD (Systems Software) will be removed from the certification list pursuant to Civil Service Rule 6.04.

DISQUALIFYING FACTORS INCLUDE, BUT ARE NOT LIMITED TO:

  • Felony convictions.
  • Certain job-related misdemeanor convictions.
  • Certain serious traffic convictions or patterns of traffic violations (e.g. 4 or more moving violations within the past 2 years, failure to appear, at-fault accidents and driving under the influence).
  • Illegal use of certain controlled substances.
