Summary

The Goddard Space Flight Center is seeking to hire a senior IT Specialist to serve as the Center’s Digital Transformation and IT Innovation Lead responsible for planning, developing, implementing, and managing a comprehensive program designed to seek out, evaluate, develop, secure, and promote the use of innovative, cutting edge technologies and IT practices to integrate and transform mission and business processes and IT services at the pace required in the digital transformation era.

Responsibilities

  • Develop, implement, and manage a comprehensive program designed to seek out, evaluate, develop, secure, and promote the use of innovative technologies and IT practices to integrate and transform mission/business processes and IT services.
  • Oversee the evaluation of new technologies and digital practices and conduct feasibility studies to determine the appropriateness and difficulties associated with the introduction of such new technologies and practices.
  • Provide test beds, prototypes, and proof-of-concept demonstrations for cutting edge digital and information technologies.
  • Provide expert consultative and advisory services, written updates, and oral presentations to ITCD, GSFC and other NASA Centers, other government agencies, and private sector, industrial and university partners, and senior leaders.
  • Lead digital transformation and IT innovation working groups and project teams, ensuring the effective development and communication of the groups? deliverables, recommendations, and plans.

    Applicants must have IT-related experience demonstrating each of the four competencies below:

    1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

    2.     3. Oral Communication: Express information (for example, idea of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); and responds appropriately.

    4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    You must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

    Specialized experience includes utilizing systems engineering approaches to identify, evaluate, architect, integrate, and implement enterprise-scale digital and information technologies in a highly complex mission environment; accomplished visionary and leadership skills to communicate and revolutionize new technological strategies, concepts, and products; building and leading coalitions of technologists and business/mission thought leaders to transform a company or agency’s business or operating model; and/or serving as a company or agency’s senior technology evangelist for information technology to senior internal stakeholders and national, corporate partners.

    This position is announced under Direct Hire authority. A Human Resources Specialist will review your resume to determine if you meet the qualifications and eligibility requirements as listed in ‘Requirements’.

    CTAP and ICTAP candidates will be assessed using NASA STARS, an automated system that matches the competencies extracted from your resume to the competencies identified by the selecting official for the position. Based on the competencies you match, you are placed in one of three categories identified as 90, 80, or 70 point quality categories, which are defined as:

    90 pt. Category – Tentatively meets (until subsequent confirmation upon referral) the basic qualification requirements identified in the vacancy announcement and has experience in the same or similar job that has demonstrated superior proficiency in the primary requirements of the position.

    80 pt. Category – Tentatively meets (until subsequent confirmation upon referral) the basic qualification requirements identified in the vacancy announcement and demonstrates satisfactory proficiency in the primary requirements of the position.

    70 pt. Category – Fails to meet criteria described in the 80 pt. category.

    For the purpose of the CTAP and ICTAP, candidates rated in the top quality (90 pt.) category are considered well-qualified.
