Information Technology Specialist 5 (Web Application Developer)

(Full-Time, Permanent)

The Department of Fish and Wildlife is recruiting to fill one full-time, permanent, Information Technology Specialist 5 to work in the Information Technology Program. The duty station is in the Natural Resource Building, Olympia, Thurston County.

The Information Technology Services Division (ITS) provides the centralized IT services needed throughout the Washington Department of Fish and Wildlife (WDFW), including the agency service desk, computer and other device support, connectivity (phone, internet, etc.), infrastructure services, data services, project services and applications development.

Within ITS, the System Development Unit is responsible for the development, management, operation and governance of the agency’s enterprise data and application systems. The unit is also responsible for the agency geospatial data, technology, and services. The unit provides specialized technical and analytical services, system design and integration, testing, problem resolution, and consulting to the agency.

DUTIES:

This position serves as an expert level web application developer for the WDFW. As a Web Developer, the position routinely performs highly-complex tasks and is responsible for all aspects of designing, developing and supporting high impact and mission critical enterprise level applications while delivering an outstanding customer focused service.

Principal activities include :

  • Maintain high impact, mission critical enterprise and public facing websites and web applications using LAMP (Linux, Apache, MySQL, PHP) stack based technologies.
  • Maintain and support agency enterprise application systems.
  • Provide professional support, troubleshoot, evaluate, resolve and de-bug highly-complex application function and programming related problems.
  • Diagnose application server and database problems across all environments and implement solutions.
  • Backward engineer existing systems to troubleshoot customer reported issues.
  • Maintain and configure application servers.
  • Design, develop, code, test and implement all changes related to new and existing agency web systems.
  • Develop software applications to meet agency requirements.
  • Develop new data systems and data models and maintain current data models as required.
  • Oversee and work with consultants in the design and development of agency software applications or bug fixes to agency systems.
  • Work directly with agency chosen SaaS vendors to support the design, development, testing and deployment of web service integrations during and after implementation, and coordinate and maintain delivery schedules to ensure timely delivery of integration work.
  • SQL Report writing
  • Consult with customers, information technology staff, agency domain experts and commercial system developers to investigate and analyze agency business processes and data requirements.
  • Plan, analyze and develop requirements for new and existing agency web systems.
  • Develop requirements for enhancements to agency systems.

QUALIFICATIONS:

Required Qualifications:

  • Bachelor’s degree from a four-year accredited college or university with major coursework in Computer Science, Computer Engineering, Electrical Engineering, Information Technology related field of study, or six (6) years of equivalent experience.
  • Combined five (5) years of experience building or managing n-tier data management applications using Java and/or C#.Net, and at least two (2) years of experience building or managing web applications and websites using the using the .net framework or LAMP (Linux, Apache, MySQL, PHP) based technologies.
  • Two (2) years experience writing SQL reports.
  • Experience designing and coding modern web applications.
  • Experience developing and administering user acceptance testing, Quality and Assurance fundamentals, issues and problem management.
  • Ability to effectively communicate verbally and in writing to technicians, managers, and professional staff about complex, technical topics.
  • Ability to provide expert level resolution tasks for major program-wide, high risk/high impact, or program-critical applications.

Desirable/Preferred Education, Experience or Certifications

  • Three (3) years of Agile software methodologies in software development design
  • Experience building web services using Java, C#.Net and /or Python.
  • Experience building GIS mapping applications and services using the ESRI product suite including the JavaScript API and Python.
  • Experience building custom components for Content Management Systems.
  • Experience building mobile applications for Android, iOS and non-technical staff so that they understand topics.
  • Team manages enterprise level applications. Need to be able to quickly troubleshoot applications and resolve issues.
  • Need to be able to plan and prioritize work to meet deadlines.

Working Conditions

The successful candidate must be willing and able to:

  • Duties are performed in an office setting. This position requires extensive computer use and sitting.
  • Duties are typically performed in an office setting from 8:00 am to 5:00 pm Monday through Friday. However, a varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance and outages.
  • Some travel may be required throughout the State to attend training, meetings, and conferences.
  • Customer service and Customer interaction is integral to department success.
