The Information Technology and Records Management (ITRM) area of the Human Services and Public Health (HSPH) department has an opening for an IT Developer I. This position will support the Web Technical Team in the development and support of ITRM SharePoint applications, tools, and resources.

The primary duties and responsibilities of this position include:

  • Work on existing applications under general supervision, to make corrections and enhancements; participate in all stages of the Software Development Life Cycle (SDLC) new applications and the planning of and estimating of systems/applications.
  • Provide programming, configuration, deployment, and maintenance of application software used for the administration and delivery of HSPH programs.
  • Provide support of applications in relevant environment – troubleshoot problems, upgrades, and incremental enhancements.
  • Interpret business needs to implement new solutions based on Hennepin County standards and industry best practices.
  • Create technical design specifications, test plans and other support documentation.
  • Participate in peer code review and code deployments to different environments; provide support to various project and Scrum Team stakeholders during application software test cycles.
  • Work with project stakeholders to document business and technical scope, and requirements necessary to obtain approval of review board (CAB, ARB, etc.)
  • Troubleshoot and resolve HSPH SharePoint application incidents and problems.
  • Engage in production support and troubleshooting for SharePoint integration, third party tools, and technologies.


Best Qualified Candidates will have:

  • One of the following:
    • Two-year college/vocational technical degree in a technology field or approved information technology certificate;
    • Completion of five college/vocational technical technology courses
    • Completion of approved IT Hennepin County internship PLUS 1 year of technology experience
    • Bachelor’s degree in a technology field
    • 2 years of technology experience
  • Experience working with:
    • Current programming languages, techniques and frameworks such as ASP.NET, C#, CSS, JavaScript, jQuery, AngularJS, OData, MVC and REST
    • Integrated Development Environments (IDE’s) such as Visual Studio and Eclipse
    • SharePoint 2013 applications development including the customization of workflows, user interface elements, web parts, navigation, search, and sites, and lists
  • Ability to:
    • Have a strong customer focus with the ability to work in a team-oriented environment
    • Communicate effectively both verbally and in writing with all levels of the organization
    • Focus on system capabilities and functionalities in lieu of single technological application or system
    • Effectively work in collaboration with other developers, managers, and customers
  • Knowledge of:
    • SDLC and security development lifecycle (SDL)
    • Object-Oriented Analysis and Design (OOAD) concepts, Americans with Disabilities Act (ADA) compliance, risk management guidelines, usability guidelines; best practices and recommendations for vendor developed software they support
    • Systems programming and the use of computer systems software
    • Database management systems
    • Current solutions development practices such as service-oriented architecture, model-view-controller (MVC), secure programming, and responsive design
