Human Resources Technician (Position #10282)

The State of New Hampshire, Department of Administrative Services, Division of Personnel Services has a full time vacancy for a Human Resources Technician.

SUMMARY:

Performs paraprofessional duties in the Division of Personnel involving auditing of human resource work unit transactions affecting employee’s employment records and status, and scheduling, administering, proctoring, and grading of written and computerized on-line examinations, clerical keyboarding and data entry performance tests.

RESPONSIBILITIES:

Audits personnel work units affecting employees for appropriateness of action, completeness and accuracy; and apply electronic approval to the appropriate transaction in the NH FIRST system.

Assists with researching and resolving of NH FIRST errors and system problems to insure the proper processing of transactions affecting employee’s pay and employment status.

Interviews payroll staff and human resource representatives to research discrepancies or missing documentation for NH FIRST work units and advises them of necessary changes to ensure accurate documentation of employee record history.

Assists with creating detailed instructions for agencies to complete work units and/or for the Division of Personnel – Central HR Processing Section to approve work units in order to maintain up-to-date procedure manuals for all NH FIRST users.

Schedules, administers, and proctors written and computerized on-line examinations, clerical keyboarding and data entry performance tests.

Computes and records test results for candidates who have participated in written examinations or structured interviews; sends admission invitation notices to candidates advising of dates and times of examination participation.

Prioritizes requests from agencies’ human resources coordinators, departmental or bureau supervisors and individual candidates in planning the examination administration calendar to promote timely staffing of vacancies in state classified service.

Answers questions and provides technical assistance and information to human resource payroll staff, employees and the public relating to Examination Section and Personnel Division activities, procedures and services to provide information and advice on examination program requirements, personnel transactions and the rules and regulations associated with these types of transactions.

Conducts post-examination reviews and discusses with unsuccessful competitors areas of unsatisfactory performance and offers suggestions for improvement.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from a recognized college or university with major study preferably in personnel management, business administration, education, or one of the social sciences. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: One year of experience in a personnel office performing personnel work preferably at a supervisory level. Each additional year of approved work experience may be substituted for one year of required formal education.

Employees may be required to pay an agency/union fee.
