Human Resources Associate

Essential Functions:

  • Provides excellent customer service to staff by effectively communicating and enforcing CCPL’s policies and procedures and by answering and/or responding to employee request and questions.
  • Provides excellent customer service to external customers by responding to and/or answering candidate, agency, and HR Vendor inquires and/or request.
  • Assist with new hire orientation preparations and perform new hire orientations.
  • Ensures the dissemination of information to staff regarding HR updates, policy updates, and benefit programs and plans to include health care (medical and dental), medical retirement plan with County (PEHP), 403b retirement plan, Maryland State Retirement/Pension, AFLAC (supplemental insurance), and other employee benefits in accordance with company policy as well as state, local, and federal regulations. These include HIPPA, FMLA, etc.
  • Assist with training and development initiatives for CCPL staff.
  • Provide overall administrative support to the HR Department, including maintaining and processing documentation and records.
  • Coordinates and assist with medical and supplemental insurance open enrollments.
  • Creates and maintains new, existing, and terminated employee personnel files in compliance with applicable legal requirements and file documents into appropriate files.
  • Serves as back-up retirement coordinator for CCPL.
  • Process request for FMLA and track usage.
  • Coordinates performance review process.
  • Assist with employee terminations.
  • Coordinates and performs Exit Interviews.
  • Assist HR Manager with various research projects and/or special projects and reports creation.
  • Professionally represents the library at community and organizational events that further the library’s mission and goals.
  • Attends meetings and participates in committees and organizations that further the library’s mission and goals.
  • Keeps abreast of Library developments by attending workshops and educational programs and reading periodicals and or specialized literature.
  • Performs other duties as assigned.

Job Specific Performance Standards:

Employees are expected to meet the following performance standards:

Assist in hiring process by coordinating job postings on CCPL’s website, reviewing resumes, and performing telephone interviews, in-person interviews and reference checks.

  • Maintains listing of approved positions along with assigned salary grade levels.
  • Maintains the employee handbook with updated resolutions and other pertinent information, as needed.
  • Maintains and updates HR Newsletter & ADP Home Page.
  • Maintains, updates, and tracks status of workman’s compensation and unemployment claims.
  • Complete I-9 paperwork for new hires and maintain I-9 records.
  • Keeps employee records up to date by processing and updating employee status changes in timely fashion.
  • Maintains & updates SOP’s for HR Department.
  • Assist in planning and organizing company events

Required Knowledge, Skills, and Abilities:

The employee is expected to perform or possess the following:

  • Ability to maintain strict confidentiality of all employee records and information.
  • Overall understanding of FMLA, ADA, FLSA, and OSHA laws and requirements.
  • Ability to gain thorough knowledge of Charles County Public Library’s policies and procedures.
  • Ability to act as a representative of Charles County Public Library’s to the public.
  • Ability to keep all relevant parties informed of all major issues and to recommend changes as appropriate.
  • Demonstrates sound judgment when making decisions.
  • Ability to effectively and efficiently organize, track, and maintain personnel records and other relevant documentation;
  • Proficient in Microsoft Excel, Word, PowerPoint and Internet Explorer/Google Chrome.
  • Ability to operate relevant computer systems, including hardware and software (including HRIS systems/databases), and office
  • Ability to work under pressure and against deadlines.
  • Ability to work with agencies, vendor’s staff and customers.
  • Ability to work independently and as a team member.
  • Ability to readily adapt to changing requirements to meet the needs of the organization.

Education and Experience:

Bachelor’s degree in human resources, business administration, finance, or related field; two (2) years of human resources experience.
