Human Resources Assistant (Recruitment and Staffing)

As a Human ResourcesAssistant (Staffing & Recruitment), you are a valued member of a dynamic team at the Lexington VA Medical Center. You collaborate closely with Human Resources Assistant and Specialists to analyze a wide array of human resources (HR) issues in order to solve problems and provide efficient and effective products, programs, and services. You also participate in advising management and employees on a variety of work-related matters. Most importantly, you are in a pivotal role from day one and your work has visible impact. Typical work assignments conducted withinhuman resourcesinclude:

Assist Human Resources Specialists in providing the full range of staffing, benefit information, and/or personnel support services to managers and employees.

Providing direct support to specialists in recruitment and placement by processing vacancy announcement utilizing USA Staffing electronic statements; position management, workforce planning, and/or office automation support and assistance.

Perform both substantive and procedural work associated with recruitment, affirmative action, reassignment and promotions, qualification analysis, approval procedures, advice concerning legal and regulatory controls impacting personnel actions, and personnel records maintenance.

Advise employees and applicants of vacancy and qualification information.

Provide necessary forms andassist employees on completing them properly and forwarding them as required.

Counsel employees on a wide variety of problems and questions regarding personnel services, contacting outside sources when necessary to respond to unusual requests.

Maintain current information, bulletins, brochures, forms, etc., on the various programs.

Advising applicants and Federal employees on job opportunities, reassignments, and promotions;

Reviewing employee documents to make determinations (e.g., eligibility for hire, promotion, or reassignment); and

Interpreting and providing guidance on HR laws, regulations, policies, and procedures to managers and employees.

Responsibility will increase and assignments will become more complex as your training and experience progresses.

Work Schedule: FT, 8:00am-4:30pm, Monday thru Friday.

You may start at a (GS-5) if you have one of the following qualifications:

Bachelor’s degree in any field from an accredited or pre-accredited college or university; OR

At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to (1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing; OR

A combination of education and experience as listed above.

The general experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSAs) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (e.g., typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

You may start at the (GS-6) if you have one of these additional qualifications:

…..A bachelor’s degree with either a grade point average (GPA) of 3.0 based on a 4.0 scale; a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during junior and senior year of 4 year college or university; class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR

…….One full year of graduate level education in an accredited or pre-accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR

One year of specialized experience at the GS-5 (or equivalent) grade level. Examples of specialized experience would typically include, but are not limited to: duties performed as a personnel clerk, or human resources assistant. this knowledge includes posting jobs on USA Staffing, processing SF-52’s, assisting applicants applying for jobs, determining eligibility of applicants, processing HR related forms/paper work, updating HR Share Points, and other related duties requiring a general knowledge of human resources. OR

A combination of education and experience as listed above.

You may start at the (GS-7) if you have one of these additional qualifications:

A bachelor’s degree with either a grade point average (GPA) of 3.0 based on a 4.0 scale; a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during junior and senior year of 4 year college or university; class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-## position you must have served 52 weeks at the GS-## level.
