Responsibilities

As a Housing Program Specialist, you will:

  • Serve as a Housing Program Specialist and is responsible for developing and analyzing program policies, reviewing and monitoring the effectiveness of housing counseling program policies and/or procedures, and direct participation in the Office’s mission to increase the quality and availability of housing counseling opportunities.
  • Develop, coordinate and oversee multimedia and print marketing education campaigns as mandated by statute.

  • Communicate with industry regarding resources, model programs, research findings, and media opportunities.

  • Analyze the need for housing counseling among different geographies and populations, and developments, implements and evaluates programmatic initiatives to efficiently and effectively meet the needs.

    The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

    The mission of HUD’s Office of Housing Counseling is to provide individuals and families with the knowledge they need to obtain, sustain, and improve their housing. OHC accomplishes this mission by supporting a strong national network of HUD-approved housing counseling agencies and housing counselors.

    Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

    You must meet the following requirements by the closing date of this announcement.

    To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as:
    Experience with outreach and capacity building, monitoring, review and oversight, policy review and development related to housing and housing counseling programs.

    This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permanent appointment.

    The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

  • A one year trial period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
