QUALIFICATIONS:

MINIMUM QUALIFICATIONS:

Five years of experience in clerical work, real estate, housing management or tenant relations, two years of which must have been in housing management or tenant relations.

SUBSTITUTIONS:

College training will substitute for the required general experience on the basis of thirty semester hours for one year of experience.

A baccalaureate degree will substitute for three years of the required general experience and one year of the required specialized experience.

College training will substitute for a maximum of four years of the required experience.

There is no substitution for one year of the required specialized experience.

NOTE:

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Association of Schools and Colleges; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Direct over Housing Managers A and/or Housing Supervisors; may supervise lower level housing personnel.

JOB DISTINCTIONS:

Differs from a Housing Manager A by agency impact, hierarchy, reporting relationship patterns and/or by the scope and complexity of assigned projects/programs.

Differs from a Housing Administrator by the absence of responsibility for the administration of a comprehensive housing assistance program and/or programs.

EXAMPLES OF WORK:

EXAMPLES LISTED BELOW INCLUDE BRIEF SAMPLES OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. PLEASE NOTE THAT NOT ALL TASKS ARE INCLUDED.

Plans and organizes programs which provide rent subsidies to enable families with limited resources to live in adequate housing.

Prepares proposals and applications for continuation of funding of the housing assistance program.

Directs the review of applications to ascertain eligibility for the housing program.

Conducts field visits with staff members to inspect dwelling units leased by the authority

Through subordinate staff, determines eligibility of tenants for housing, then assigns tenants according to available housing.

Oversees maintenance inspections.

Implements policies for adjusting and collecting rent according to HUD guidelines.

Works closely with supervisors to analyze property management operations and to determine areas of potential cost reduction, program improvement or policy change.

Monitors program compliance and provides managerial oversight to ensure that housing staff accurately complete all annual re-certifications and unit inspections.

Manages financial resources; works closely with staff to assess financial performance, monitor budgets and operational performance.
