Graphic Designer

This position is responsible for planning, coordinating, and administering public educational outreach materials on behalf of the Maricopa County Air Quality Department (MCAQD) so the residents of Maricopa County can live in and breathe in a clean air environment. This position works to educate and favorably promote Maricopa County’s air quality program to residents, businesses, students, associations, media, stakeholders and other government agencies.

Position Qualifications:

Minimum education and/or experience :

Bachelor’s degree in Graphic Design, Communications, Broadcasting, Television/Radio/Film, Design Management, Graphic Arts, Marketing, Advertising or a closely related field and one (1) year of technical work experience in graphic design, communications, broadcasting, television/radio/film or closely related experience. An equivalent combination of post-secondary education and/or related work experience may substitute for the minimum requirements.

Knowledge, skills, and abilities:

Knowledge of current principles, techniques and objectives of design management, graphic design public information and relations programs. Knowledge of, and skilled, in video editing. Knowledge of Microsoft Office programs including Powerpoint, Excel, Word along with Adobe Creative Suite (Indesign, Illustrator, Photoshop, etc.) Publisher, HTML and other desktop publishing applications. Skilled in public speaking. Ability to communicate clearly and concisely, orally and in writing. Ability to effectively plan, coordinate and manage projects. Ability to learn and properly interpret laws, regulations, and policies to make decisions. Ability to demonstrate initiative and resourcefulness. Ability to exercise some independent judgment and work with general supervision. Ability to sustain contact with a wide variety of people. Ability to establish and maintain effective working relationships with employees of the city and other government and community agencies. Ability to analyze situations accurately and recommend effective courses of action. Ability to understand and serve the needs of the community members. Skilled in preparing, organizing, and making presentations to community and professional groups. Skill in operating standard office equipment, including a computer. Skilled in operating audio-visual equipment.

Preferred education and/or experience:

Experience design management, advertising, and/or marketing. Experience contributing to or creating Website(s). Experience with Adobe Graphic Design Applications and in Web Design Layout/ Outline and HTML. Six (6) months experience with a county entity.

Working conditions:

May be required to work outside normal working hours and/or weekends for special program events. Work may be performed both inside and outside in heat/cold, wet/humid, and dry/arid conditions. May require ability to lift 25 pounds floor to waist and waist to shoulder. Jog requires ability to manage deadlines, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making, and interaction with government officials and the public.

Essential Job Tasks:

Serves in a support capacity to the Communications Supervisor and Communications Officer by assisting with internal and external department communication, social media, website content, outreach campaigns, and events. Designs layouts and produces printed and online materials. Develops, reviews, and updates MCAQD flyers, brochures, fact sheets/flyers, department artwork, and all department graphic design elements. Responds to media requests and prepares media kits. Organizes department social media and web content updates (new rules posted, calendar items, news releases, etc.). Responds to inquiries from the public coming into the department in person, via telephone, email, MCAQD mail, and Flag program. Develops and edits video outreach components, which could include social media, public service announcements, and training videos. Compiles material for brochures, flyers, and educational handouts on behalf of the Air Quality Department (wood burning restriction info, weed abatement detail, permitting procedures, dust control, etc.). Compiles content for, and contributes to the department newsletter. Schedules and works out logistical and event detail for various outreach, educational, and MCAQD related events. Attends selected outreach events. May perform other duties as assigned.

Selection Procedure:

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
