Government Information Specialist (Privacy/FOIA Officer), GS-306-11

The Dayton VAMC is currently recruiting for a Privacy Freedom of Information Act Officer aligned under the Health Information Management Section of Patient Business Service. The Privacy/FOIA Officer contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies and procedures in a VHA facility. The incumbent fulfills the role of liaison with the facility staff by ensuring that information is received is disseminated to the appropriate areas, that employees adhere to mandates from regulatory agencies, and that monitoring is conducted to ensure VA policies and procedures are being followed. Other duties include but are not limited to:

  • Implements, manages and evaluates the Privacy and Freedom of Information Act programs in the facility by distributing information, preparing facility-specific guidance, reviewing facility processes and products for compliance with program evaluation of the facility’s collection, use, storage and maintenance of sensitive personal information
  • Develop facility privacy FOIA policies and procedures in compliance with Department and Administration privacy policies and ensure appropriate implementation within the facility
  • Identify need for, coordinate, monitor, and maintain records of Privacy and FOIA training completion within the facility
  • Process complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information
  • Ensure the Privacy Act systems of records maintained at the facility are retained in accordance with system of records notice
  • Ensures processes are in place for the appropriate accounting of all disclosures of privacy protected information made by the facility

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

1. Independently performing audits, reviews, or other management requested investigation into an identified problem; preparing/submitting a summary report (with references) of your findings, suggestions, and recommendations for management review.

2. Assessing a health care Department, Service, or other program to verify overall functioning and compliance with expectations/standards from management or an accrediting agency.

3. Being responsible for receiving customer complaints or concerns; and negotiating with the customer and health care providers to appropriately resolve the concerns of the customer while maintaining a professional and respectful relationship with all parties.

Applicants may substitute education for the experience required for the GS-11 level.

OR

Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: There are no unusual physical demands. The work is performed in an office setting.

Time-in-grade : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level
